Re: Official Information Act request for information on Westbridge Residential School
This letter follows on from our decision communicated to you on 26 March 2026 and details the release of eight
emails held by ERO that formed the remainder of your request.
Two emails are administrative. In these, the school advises ERO that Cherie Jager has been appointed as the
permanent Principal of Westbridge. Another email is from the Ministry seeking ERO’s feedback on the placement of a
Commissioner at the school, which subsequently occurred.
Two emails involve the exchange of draft minutes for ERO’s comment from two board meetings at Westbridge. These
meetings were held on 14 February 2025 and 21 March 2025. As they were in draft form with ERO’s comments being
sought prior to being finalised, I am withholding them in full under section 9(2)(g)(i) of the OIA, to protect the
effective conduct of public affairs through the free and frank exchange opinion. ERO does not hold the final versions
of these minutes. If you wish to access them, the school is best placed to provide them.
Two emails are about students at the school and how they are engaging with NCEA. As it is about specific students, I
am withholding these emails in full under section 9(2)(a) of the OIA, to protect their privacy.
The final two communications are between the Chief Review Officer and the Acting Secretary for Education. The first
confirms the placement of a Commissioner at the school and acknowledges a complaint received by both agencies
about the school. This email is being released in part, with some information withheld under section 9(2)(a) of the
OIA, to protect the privacy of the complainant. The second is a letter providing ERO’s view on splitting what was then
a combined Board for Halswell Residential Col ege and Westbridge Residential School. This is being released to you in
full.
