Dear Aaron,
Official Information Act request: Follow up to request for the number of text messages
and emails sent, and number of phone calls made between 5 and 12 January 2026
Thank you for your Official Information Act 1982 (the Act) request, received on 10 February
2026. You requested:
“Please provide the TOTAL number of text messages and emails you have sent, as
well as the number of phone calls you have made between then period of 5-12 January
2025?

Your office confirmed that some material related to your work as an Electorate MP or
Leader of the National Party and to get the figure relating to your Prime Ministerial
work, your Office counted all correspondence. It appears to me then that your Office
holds the total number of text messages and emails you have sent, as wel as the
number of phone calls sent during this time.
My logic is that, in order to answer this request (in your Prime Ministerial capacity),
your office tallied the information, therefore you hold the total number of
correspondence in that same capacity (as Prime Minister). Therefore this information
(that being the total number) is considered official information.”
I have interpreted the timeframe for your request to cover 5-12 January 2026, which is
consistent with your previous request for similar information (
PMO OIA 662-2025-26 refers).
In response to your email of 10 February 2026, a staff member from this office confirmed that
this office had reviewed all emails and text messages sent by Rt Hon Christopher Luxon
during that period to respond to this earlier request.
To clarify, the total number of messages sent by Rt Hon Christopher Luxon is not held by this
office. This is because the staff member who conducted the review for your previous request
only counted items sent in Rt Hon Christopher Luxon’s capacity as Prime Minister. That staff
member works for both this office and the National Leader’s Office.
Emails and text messages sent by Rt Hon Christopher Luxon in his roles as the Member of
Parliament for Botany or leader of the National Party were not included, as these are not
considered official information under section 2 of the Act. Accordingly, your request for a tally
of these other messages is refused under section 18(g) of the Act as the information sought
is not held by this office and we do not believe it is held by any other entity that this is subject
to the Act.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
