Thank you for your request to the Department of Conservation (DOC), received on 10 February
2026 relating to Conservation Board meeting minutes and agendas. We have considered your
request under the Official Information Act 1982 (the OIA). Your questions and our responses are
listed below:
1. I have made similar request in the past- e.g. OIAD-4891. Upon checking, I have found that
some conservation boards’ meeting agendas and minutes are still not up to date. For
example, the Taranaki/Whanganui Conservation Board has no meeting agendas
published for 2025 and only two sets of meeting minutes available for that year. This lack
of timely publication is a barrier to transparency and public oversight. Once again, to
ensure and encourage public transparency, I formally request copies of all meeting
agendas and minutes for all conservation boards
Conservation Boards are statutory bodies established under the Conservation Act 1987. These
Boards are also subject to the Local Government Official Information and Meetings Act 1987
(LGOIMA). We have followed up with all Conservation Boards to ensure they are fulfilling their
obligations under LGOIMA.
Conservation Board agendas and confirmed minutes, other than those noted below, are publicly
available on the DOC website. Accordingly, this part of your request is refused under section
18(d) of the OIA, as the information is already publicly available.
You noted that some Conservation Board agendas and minutes on the DOC website appeared
incomplete or not up to date. These have now been addressed in most cases.
Despite reasonable searches, DOC has been unable to locate any minutes, notes, or recordings
of the Waikato Conservation Board meeting held on 25 February 2025. This part of your request
is therefore refused under section 18(e) of the OIA, as the information cannot be found despite
reasonable steps taken to locate it.
Unconfirmed minutes are withheld under section 9(2)(g)(i) of the OIA to protect the integrity of
Conservation Board deliberations. These minutes are drafts and will be released publicly once
confirmed by the respective Boards.

2. In addition, I request copies of any internal guidelines, policies, or processes that outline
how the Department manages, monitors, and ensures that each conservation board
uploads its meeting agendas and minutes in a timely manner.

8.3) sets out LGOIMA requirements for agenda and minute publications.
This is the primary document that outlines how agendas and minutes must be prepared,
confirmed, and published.
In May 2025, DOC also completed an internal compliance review assessing adherence to
LGOIMA ss 46, 46A and 51, and the Chief Ombudsman’s good-practice guidance. A copy of
this document is listed below. Information unrelated to Conservation Boards has been removed
as it is outside the scope of your request.
