Official Information Act (OIA) request: Crash Analysis System data
On 28 January 2026, you contacted Stats NZ requesting, under the Official Information Act
1982 (the Act), the following information:
•
The Latest Data Quality Assessment: The final version of any technical report, "Fit-
for-Purpose" analysis, or Data Quality Assessment (DQA) produced by Stats NZ
regarding the Crash Analysis System dataset prior to the mid-2024 pause.
•
The Prioritisation Decision Paper: The specific internal briefing, memo, or ranking
document provided to the Executive Leadership Team (ELT) in 2024 that identified
the "competing priority work" and recommended the suspension of the CAS data
integration workstream.
•
The Official Project Pause/Exit Note: The formal Project Closure Report, "Pause"
memorandum, or the final Project Status Report (PSR) that officially recorded the
decision to halt the integration work in mid-2024.
Your request for this information is refused under section 18(e) of the Act as this information
does not exist or, despite reasonable efforts to locate it, cannot be found.
As our previous response advised, Stats NZ and the New Zealand Transport Agency Waka
Kotahi (NZTA) had initial discussions about integrating Crash Analysis System data into the
IDI, however, this work has not progressed. Please note, Stats NZ has not made a formal
decision to cease ingesting this data into the IDI.
At present neither the NZTA nor Stats NZ have received a formal request to place Crash
Analysis System data in the IDI. While NZTA may in future decide to add CAS data into the
IDI, there is no planning underway for this to happen.
