Request made under the Official Information Act 1982
Thank you for your email of 27 January 2026 requesting the fol owing information under the Official
Information Act 1982 (the Act):
•
Any criteria, checklists, templates, forms, or process documents used by NZTA to assess,
approve, or record the suitability of locations for mobile speed camera vehicle deployment.
•
Any contractual provisions, guidance, or instructions that relate to compliance requirements
when positioning or parking mobile speed camera vehicles that have been provided by NZTA
to its contracted mobile speed camera operator.
The purpose of safety cameras is to encourage road users to observe the legal speed limit and to
observe red-light traffic signals. Mobile safety cameras perform a general deterrence function with
respect to speeding on our roads and are deployed anywhere and at any time. Mobile safety cameras
are deployed to locations where the data shows there is a high risk on the road, such as a history of
crashes or speeding, and at locations that are nominated by the community and our road safety
partners (e.g., NZ Police).

Mobile safety cameras are deployed consistent with the general deployment guide which can be found

In addition to this guidance, NZ Transport Agency Waka Kotahi (NZTA) also require all vehicles to be
legally parked.
NZTA maintains a list of approved mobile safety camera sites which is updated regularly. As mobile
safety cameras operate anywhere and at any time, I am withholding this information under section 6(c)
of the Act. This section allows for the withholding of information where the availability of that

information would be likely to prejudice the maintenance of the law, including the prevention,
investigation, and detection of offences, and the right to a fair trial.
As the Road Controlling Authority for state highways, NZTA has a duty to maintain a safe and efficient
road network. This includes meeting our obligations under several Acts, including the Health and
Safety at Work Act 2015, the Local Government Act 1974, and the Government Roading Powers Act
1989. These requirements are addressed in a Traffic Management Plan (TMP) provided by our
contracted provider for each mobile safety camera parking at a location. As TMPs for mobile safety
cameras are location specific, I am withholding these documents under section 6(c) of the Act.
However, to assist with your request, please find the templates that our provider uses to develop its
TMPs enclosed as Attachment 1 – OIA-20912 Templates for mobile safety camera vehicle
deployment.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
withhold and refuse parts of your request. The contact details for the Ombudsman can be located at
