On 09 February 2026 Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban
Development (the Ministry) received your request for the following information under the
Official Information Act 1982 (the Act):
Please provide the requested information in relation to the contractor and project
you have identified.
This contractor and project identified were:
In 2024, the Ministry engaged a contractor to support the design of an active
procurement approach and a place-based delivery model for its Delivery group. The
products from this design work informed organisational change, with that change
(restructure) process being fully managed internally by existing employees.
This was in relation to the information previously provided in response to OIA request
HUD2026-009023, in which you requested the following details for contractors and/or
consultants engaged to work on organisational restructure projects:
- The scope of their engagement (any documents which set out the terms of the
engagement)
- How they were selected (including details of any advertising)
- Their qualifications
- The final cost of their engagement (total amount spent).
In March 2024 the Ministry engaged an independent contractor to fulfil the role of
operating model design lead for the Delivery group operating model project.
The contractor engaged by the Ministry had previously been involved in its operating
model design work over FY 2021/2022 via a consultancy firm and, therefore, they had
already demonstrated the required technical knowledge and expertise to lead the
additional operating model design work for the Ministry.
The contractor has business and change management qualifications, along with significant
experience in operating model design work, and they had worked in business consulting
for over 15 years, most recently at Director level, with client organisations across both the
private and public sectors.
Given the total value of the contract was not expected to exceed $91,000 (GST exclusive),
the Ministry was not required to advertise the opportunity openly, and it contacted the
contractor direct about their capacity to do this work. The final total cost of the contractor’s
engagement with the Ministry over FY 2024/25 was $90,680.88 (GST exclusive).
The terms of the contractor’s engagement with the Ministry, including the scope of the
work and the relevant dates are detailed in the attached contract and variations. While the
scope references ‘structural implications’, all aspects of the structure design and change
process were fully managed internally by the Ministry’s existing employees.
Three documents have been found to be within scope of your request and it is released to
you. Some information has been withheld under the following sections of the Act:

Description of Services
Context
HUD’s Kia renarena work over 2021 and 2022 enabled a clearer, collective understanding of HUD’s
role in the housing and urban system, what that means for how HUD works, and the capability and
structure needed to enable that.
The functional model introduced through Kia renarena remains fit-for purpose at a high level. It was
designed using a process lens, with the intention of improving and simplifying the flow of work
through the organisation and to clarify the way in which different functions interact. There are
choices on how functions are grouped to help us be as efficient and effective as possible, and
therefore choices on how the organisational model supports the functional model.
The current changing context presents HUD with both challenges and opportunities, and HUD feels
like now is the right time to reflect on how its functions are organised.
In mid-February 2024, HUD outlined to staff the first phase of organisational change to respond to
the changing context. The proposed changes to how functions are grouped have different impacts
for current organisational groups, functions and positions. Decisions on this phase will be announced
in mid-March 2024, with decisions effective from early-April 2024.
The second phase of change will require groups, to streamline, simplify and strengthen how they
work. This will look different for each group and will be led by the relevant Deputy Chief Executives.
The area of focus related to this contract is in relation to taking a place-based approach to housing
supply and delivery. This includes:
Putting our place-based approach at the centre of how we deliver housing and related
services, responsive to specific needs in different parts of the country, working with others
on the ground in places to make use of available funding and tools, and using this to inform
how we manage all of our housing acquisition, supply and delivery (including housing supply
and delivery for Māori).
Better reflecting our changing funding environment, with a more agile approach to the way
we manage funding, purchase outcomes, contract delivery and how we partner with others
to deliver results.
Improving how we monitor and provide oversight of housing supply and delivery, and the
performance of others.
Description of Services
The services will include, but are not limited to:
Leading the design of an operating and organising model with the focus on place-based
approach to housing supply and delivery. This includes:
o Defining the shifts needed in HUD’s current delivery (and related) operations.
o Developing operating model options and recommend a preferred option.
o Developing the structural implications, as result of the preferred option.
o Determining the change management requirements of the preferred option.
o Developing a high-level timeline for implementation of the change management
requirements.
Other services that are determined and agreed through the planning process for the change
work.

Charges
The following section sets out the Charges. Charges are the total maximum amount payable by the
Buyer to the Supplier for delivery of the Services. Charges include Fees, and where agreed, Expenses
and Daily Allowances. The Charges for this Contract are set out below.
Fees

The Supplier’s Fees will be calculated as follows:
Daily Rate of $1,300 +GST
A day constitutes a period of 8 hours. Any part-days will be paid on a pro-rata basis.
It is anticipated that the Supplier will work 2-3 days per week, up to a maximum of 70 days over the
life of the contract, unless amended by mutual agreement with the Buyer.
Estimated total value of this contract is $91,000.

Clause 2 of Schedule 2 is amended by adding the following new clause 2.8:
The Supplier wil :
a) consult, cooperate and coordinate with the Buyer to the extent required by the Buyer to ensure that the Buyer and the
Seller wil each comply with their respective obligations under the Health and Safety at Work Act 2015 as they relate to the
Contract
b) perform its, and ensure that its Personnel perform their, obligations under the Contract in compliance with its and their
obligations under the Health and Safety at Work Act 2015
c) comply with all reasonable directions of the Buyer relating to health, safety, and security
report any health and safety incident, injury or near miss, or any notice issued under the Health and Safety at Work Act 2015, to
the Buyer to the extent that it relates to, or affects, the Contract.”
Clause 17.1 of Schedule 2- is amended by adding the fol owing Definitions:
Employment standards include:
•
the minimum entitlement and payment of the Living wage (or greater) to Personnel providing the Services,
•
the requirements of any of sections 64, 69Y, 69ZD, 69ZE, and 130 of the Employment Relations Act 2000 (employment
agreements, breastfeeding, rest and meal breaks, wage and time records),
•
the provisions of the Equal Pay Act 1972 (equal pay),
•
the minimum entitlements and payment for those under the Holidays Act 2003 (annual holidays),
•
the requirements of sections 81 and 82 of the Holidays Act 2003 (holiday and leave records),
•
the minimum entitlements under the Minimum Wage Act 1983 (minimum wage),
•
the provisions of the Wages Protection Act 1983 (wages, salaries and other remuneration),
•
the provisions of the Parental Leave and Employment Protection Act 1987 (parental leave), and
•
any other applicable laws and regulations relating to employment.
Living wage an hourly wage rate that reflects the basic expenses of workers and their families such as food, transportation,
housing and childcare as calculated each year on 1 September by the New Zealand Family Centre Social Policy Unit.
Clause 2 of Schedule 2- is amended by adding the fol owing additional clauses:
2.8 Employment Standards: The Supplier must:
a) Comply, and ensure that their subcontractors comply, with all relevant Employment Standards,
b) Operates policies and systems that promote fair and proper treatment of employees in all aspects of their
employment,

c) Report any instances where the Supplier or one of its subcontractors is being investigated by the Labour Inspectorate,
or where the Supplier has been found by the Labour Inspectorate, Employment Relations Authority, or the
Employment Court to have breached any Employment Standard, and
d) Co-operate with LINZ to provide information promptly if the information is required by LINZ to comply with an
enquiry or its statutory, parliamentary, or other reporting obligations in relation to the Supplier’s compliance with this
clause.
