On 23 January 2026 Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban 
Development (the Ministry) received your request for the following information under the 
Official Information Act 1982 (the Act): 
In relation to any contractor and/or consultant engaged by HUD to work on 
organisational restructure projects since 1 January 2024 please provide: 
- The scope of their engagement (any documents which set out the terms of the
engagement)
- How they were selected (including details of any advertising)
- Their qualifications
-The final cost of their engagement (total amount spent)
In 2024 and 2025, the Ministry ran three organisational change processes which resulted 
in structure changes. 
No consultants have been used for any restructures. In 2024, the Ministry engaged a 
contractor to support the design of an active procurement approach and a place-based 
delivery model for its Delivery group. The products from this design work informed 
organisational change, with that change (restructure) process being fully managed 
internally by existing employees. 
You have the right to seek an investigation and review of my response by the 
Ombudsman, in accordance with section 28(3) of the Act. The relevant details can be
