We refer to your request of 16 January 2026 to Fire and Emergency New Zealand requesting
information relating to planned infrastructure and new builds. Your request has been considered
under the Official Information Act 1982 (OIA), and we copy and respond to each aspect of your
request below.
1. Any planned infrastructure builds including renovations, new builds etc relating to new or
existing fire stations nationwide.
Fire and Emergency currently has the following renovations and new build projects underway or
planned for delivery in the 2025/26 financial year. Projects considered minor capital works (such
as renewals or component replacements) have not been included:

2. Separate to above, a list of locations identified where FENZ is considering, or has
considered building new fire stations due to population or industrial growth.
Fire and Emergency has not identified any new additional fire stations for construction in the
2026/27 or 2027/28 financial years beyond those intended to replace or supersede existing
stations. For this reason, we are refusing this aspect of your request under section 18(e) of the
OIA, as the document al eged to contain the information does not exist.
Factors such as population growth, industrial development, and changes in community risk are
considered through the development of a business case to ensure that decisions for establishing
new stations are based on robust evidence and formal y assessed need.
3. A list of locations identified where FENZ is considering or has considered increasing staffing
levels.
Fire and Emergency has agreed to increase staffing levels based on approved business cases in the
following locations:
• Tairāwhiti (Gisborne)
• Northern, Central and Southern Communication Centres
Consideration of staffing levels nationally is ongoing however no further specific locations have
been identified or confirmed at this stage. Any further increases will require approval of evidence-
based business cases.
4. A heat map or road travel time map of current fire station locations, in Auckland, of the
maximum response timeframes (I believe this is 8 or 11 minutes?) that a fire truck should
be achieving for arrival to emergency events.
Please find attached, as
Appendix One to this response, copies of response time maps (up to 10
minutes) for Auckland fire stations. Please note that the drive times recorded in these maps are
indicative of how long an appliance may take to drive to specific locations, not the maximum
timeframe they must arrive there by. Many different factors may impact the time it takes for an
appliance to respond to an emergency.
5. A list of all land addresses currently owned or leased by FENZ, identifiable by
occupied/vacant building status and Fire Stations names/locations.

Appendix Two to this response, a list of all addresses currently owned or
leased by Fire and Emergency. Al of the buildings listed in
Appendix Two are occupied.
