I refer to your request for information dated 05 January 2026 which was received by Greater
Wellington Regional Council (Greater Wellington) on 07 January 2026. You have requested the
following:
Further to my LGOIMA request of 14 November 2025 and your response dated 24 November
2025, please provide any information you hold regarding the work undertaken for GWRC by
Agite Consulting from 1 July 2023 to the present, in particular:
1) information about the appointment of Agite, including:
a) recommendations, references or communications from third parties
b) correspondence between the CEO and other parties
c) records of the tendering process and any Requests for Proposal or similar requests.
2) reports or other communications received from Agite in support of the contract for
engagement.
3) internal approval records at GWRC to requisition the engagement of Agite for each piece of
work.
4) records of the services provided by Agite and the amounts charged for those services.
5) any GWRC internal reports evaluating the work undertaken by Agite.
6) any LGOIMA requests received from other parties about Agite and the GWRC, and the
responses to those LGOIMA requests.

Greater Wellington’s response follows:
For clarity, we note that Agite Consulting Limited was formerly called Pollock Consulting
Limited. Our search did not locate any documents under the company’s new name and,
therefore, the information provided relates to Pollock Consulting Limited.
In response to your request for:
“any information you hold regarding the work undertaken for GWRC by Agite Consulting from 1
July 2023 to the present”
We
attach all documents we have been able to locate in our document management system
at Attachments 1 through to Attachment 47. This is what we have located to date, we will
continue to search further and if anything else is located we will proactively release these to
you, subject to any appropriate withholding grounds.
Please note, we have withheld the personal names and contact details of any contractors
mentioned in any documents under section 7(2)(a) of the Local Government Official
Information and meetings Act 1987 (the Act) on the grounds that withholding the information
is necessary to protect the privacy of natural persons, including that of deceased natural
persons.
We have also withheld the hourly rates of any contractors and any hours of work from which
the hourly rate can be calculated under clause 7(2)((b)(ii) of the Act on the grounds that
meaning the information available would be likely unreasonably to prejudice the commercial
position of the person who supplied or who is the subject of the information.
We have considered whether the public interest in the requested information outweighs
Greater Wellington’s need to withhold the above information. As a result, we do not consider
that the public interest outweighs Greater Wellington’s reason for withholding some
information under the grounds identified above.
You have then noted where you have particular interest in the documents as follows:
1) information about the appointment of Agite, including:
a) recommendations, references or communications from third parties
b) correspondence between the CEO and other parties
c) records of the tendering process and any Requests for Proposal or similar requests.

Turning to each of the particulars:
1. Information about the appointment of Agite and item 3 (internal approvals) are located in
the Procurement Approval Memos as Attachment 01 and Attachment 02 that details the
justification and recommendation to engage with Agite Consulting Limited (formally
Pollock Consulting Limited)
a. GWRC located two projects where Agite Consulting were engaged this being:
(i)
Environment Groups Operationalising of Policy
(ii)
Wairarapa Water Resilience Strategy
b. Correspondence between the CE and Agite is attached as (Attachments 03,
Attachment 04)
c. No tendering processes or Request for Proposals were issued for these projects.
Agite Consulting were engaged by direct appointment.
2. Reports and other comms provided by Agite
a. Environment Groups Operationalising of Policy
(i) See attachment 05 “Operational Policy Review phase 1 scoping document
draft v1 16.3.23 – the first draft of the scoping document for review sent by
Pollock. GW provided additional guidance on obtaining mana whenua input,
the value of external stakeholder input and considerations for the review
process internally.
(ii) See attachment 06:i Progress update 17 April 2023 – GW provided feedback,
including how an operational policy function would be resourced and
implemented.

evaluating work undertaken by Agite.
6. Officers have checked for other LGOIMA requests in relation to Agite Consulting Limited
and Pollock Consulting Limited. The only one located was your earlier request dated 14
November 2025 which we responded to on 24 November 2025.
If you have any concerns with the decision(s) referred to in this letter, you have the right to
request an investigation and review by the Ombudsman under section 27(3) of the Act.
