D Dahya
[FYI request #33401 email]
Tēnā koe Mr Dahya
I write in response to your request dated 31 December 2025, for information under the Official
Information Act 1982 (the Act).
Your request is 48 pages long, and I consider that it is not being made in the spirit of the Act. As
such, I am refusing your request under section 18(h) of the Act as we consider your request to be
frivolous or vexatious. I am also refusing your request under section 18(f) as it would require
substantial research to fulfill the entire request.
Responding to your request would impose an excessive and unreasonable burden on Kāinga Ora.
The request is unreasonably long, repetitive, and it is difficult to understand what new information
you are requesting. Providing the information sought would involve a prohibitive amount work to
work through the request and address each question and this would remove staff from core duties
for a substantial period. As a result, the greater public interest in the effective and efficient
administration of the public service would not be served. Therefore, your request is refused under
section 18(f) of the Act, that the information requested cannot be made available without
substantial collation or research.
On 8 January 2026, we emailed you to ask that you resubmit your request, asking you to:
• Be very clear and specific what new information you are after.
• Request only information that has not been asked for and addressed previously.
We have had no response from you regarding this request. You are welcome to resubmit a further
request at any time, following the above points.
You have the right to seek an investigation and review by the Ombudsman of this decision. There
is information about how to make a complaint at
