Thank you for your request of 29 December 2025 to Fire and Emergency New Zealand requesting 
the following information under the Official Information Act 1982 (OIA): 
 
•  Please provide the fol owing information relating to the all gender accessible (gender 
neutral) ablutions at the Luggate Fire Station: 
 
1.  The total cost of the all gender accessible ablutions. 
 
2.  A breakdown of costs, if available (for example: design, construction, fixtures, 
compliance, or other components). 
 
3.  The date or period during which this work was undertaken. 
 
4.  The funding source(s) for the ablutions (for example, Fire and Emergency New Zealand 
capital funding, local contributions, or any third-party funding). 
 
The upgrading of the gender-neutral ablutions formed part of a wider refurbishment and 
strengthening project within the Luggate Fire Station. As this work was integrated into the overall 
project, a total cost for the ablution component only and the cost breakdown does not exist. This 
is because many of the associated costs, such as design and construction labour were shared 
across the full scope of the refurbishment. For this reason, we are refusing these aspects of your 
request under section 18(e) of the OIA, as the document alleged to contain the information does 
not exist.  
 
The project was delivered between January 2025 and October 2025, and was funded through Fire 
and Emergency’s capital budget.
