I refer to your official information request dated 29 December 2025. 
 
The information you have requested is enclosed. The questions you specified have been included as 
numbered headings in bold below, with our response following each heading. 
 
Please provide the following information: 
 
The total cost to Porirua City Council of implementing gender-neutral facilities across council-
owned or managed buildings. 
 
Porirua City Council has not incurred any unbudgeted costs for gender-neutral facilities. 
 
Our practise when upgrading existing or constructing new facilities, is in accordance with NZ standards 
NZS 4121:2001 and G1/AS1. The standard is for self-contained cubicles with full height walls and doors 
for privacy.   
 
In the 2024/25 financial year, replacement toilet facilities were built at Aotea Lagoon, Papakowhai that 
included self-contained cubicles with full height walls and doors. The total cost was $340,000 plus Gst for 
two separate blocks containing 4 individual cubicles and 1 with disability access.  
 
All users of Council operational and public facilities have access to self-contained bathroom facilities with 
full height walls and doors.
