Response to your request for official information Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of
Health – Manatū Hauora (the Ministry) on 7 January 2026 relating to the
7 September 2021
Covid-19 Vaccine Immunisation Program Steering Group minutes. You requested:
Would you please share: 1. All the 2021 emails from Rachel Mackay that contain the following keywords/phrases: digital, digital security, security, anti-vaccine, antivaccine-sentiment, sentiment The date range is for 2021. If there are too many, I am happy to narrow the date scope based on the start and end dates you locate in your keyword search. 2. Please include any related or attached memos, minutes, work orders, IT change control forms, IT Requests, IT firewall changes, texts, emails and correspondence to external providers, contractors, consultations, network security etc around the above”
Due to the large scope of your request, the Ministry contacted you on three separate occasions
in an attempt to refine your request in accordance with section 18B of the Act (on 21 and 27
January and 3 February 2026).
For context, the Ministry’s initial search yielded over 10,000 individual results, which would
require substantial manual col ation and research to discern the contents and relevance to your
request.

You were advised that your request may be refused under section 18(f) of the Act unless a
refinement to the scope is made.
On 6 February 2026, you refined your request to be limited to the following date range: 1
September 2021 to 31 December 2021. In light of this refinement, the Ministry completed a
secondary search, which generated over 750 results.
Following our review of these items, no emails from Rachel Mackay containing the keywords
you have referenced were identified. We have also not identified any information relevant to part
2 of your request, which we note you had previously queried with us under reference
H2024039263.
The Ministry is refusing your request under section 18(g)(i) of the Act as the information
requested is not held by us and there are no grounds for believing it is held by another agency
subject to the Act. We understand that Health New Zealand had previously addressed a similar
matter under reference HNZ00043524.
