Nothing is more important to us than the safety of our people and our communities
across New Zealand.
We cannot succeed in our vision to make New Zealand the safest country unless we
are doing everything we can to keep our staff and communities safe, and do that in a
style of policing that New Zealanders expect and deserve.
Our frontline officers operate in a dynamic and unpredictable environment and are often
called to put themselves in harm’s way to keep the public safe. Increasingly, they face
threats from those willing to use violence against police, and others.
In recent years we have responded to terror attacks, the increasingly sophisticated
nature of organised crime, gang-violence, the availability of illegal firearms, and
devastatingly – the death of our own Constable Matthew Hunt, who was murdered while
undertaking routine policing duties.
Over the past year, there has been a great deal of work undertaken by Police’s
Frontline Safety Improvement Programme that listened to more than 1250 staff around
their concerns and ideas to improve staff safety. We have engaged with Maori, Pacific
and Ethnic community leaders, and taken on board feedback from those who shared
their thoughts on Armed Response Teams.
This engagement has informed the development of a new tactical response model. This
model is designed around enhancing frontline training; improving frontline access to
specialist capability, and strengthening risk-based deployment and technology.
The model has three key components:
Firstly, training. We are doubling our annual tactical training for frontline staff,
starting with our Public Safety Teams and Road Policing. This additional training
will be modelled on the Frontline Skills Enhancement Course and will provide
four days of scenario-based training focusing on appropriate tactical response
and de-escalation.
Our staff told us they felt safer when they had specialist staff on duty who they
could call on for assistance to help resolve critical situations safely. So,
secondly, we are increasing the number of staff with Advanced Tactical Training
(meaning Armed Offender Squad qualified) to roster them on-shift across two
areas:
As additional staff to enable dog units to operate as a two-person dog team. This
will increase the day-to-day safety of handlers who often respond to high-risk
incidents alone. As a team they can provide additional specialist tactical support
for frontline staff in responding to critical events.

Good afternoon Diplomat Partners,
With recent unforeseen incidents that had happened in Auckland, it is timely to draw your
attention to the Crowded Places Strategy.   Please take time to read it thoroughly and
understand its implications.  If in doubt, please contact any of our team members,

When you organise an event or attend an event, please exercise the crowded places strategy to
work collaboratively together with the NZ Police to keep you and your communities safe. 
The intention of speaking about the strategy is designed to inform people on what they can do
that may prevent an attack. Attacks are extremely rare so do not feel alarmed or concerned.
Summary:
-The Crowded Places Strategy is an all of Government strategy to help enable owners and
operators of crowded places protect the lives of people working in and visiting crowded places.
-Owners and operators of crowded places must take the first steps and use the documentation
online.
-The self-assessment form is step one and must be completed by the owner/operator.
-The layered security approach of Deter, Detect, Delay, Respond should be applied when
considering how best to make a location safe.
- An Escape. Hide. Tell plan should be established and be specific for each location. All
staff/employees/place of worship leaders etc need to be aware of the plan and have
discussed/walked through the plan.
-The aim of any discussion about the strategy is to Inform people, not inflame so offer
reassurance about how rare these events are before talking about it.
Documents:
Self-assessment:
The start point. The purpose of this form is to assess how attractive a location could be to an
attacker. It needs to be completed by the owner/operator.
A score that exceeds 30 or more suggests the location MAY be attractive and owner/operators
are asked to consider assessing their protective security.
The self-assessment should be completed at least annually or when circumstances change.
Those circumstances could be:
-A change to the NZ threat environment.
- A threat to the site or persons at the site.
-A wider threat to a particular group.
Assessing your protective security tool:
This document is an aid to have people think about how they can best prevent an attack. It has
ten areas of focus to consider. This tool can be used by anyone who wants to assess their
security. A person who scores their location lower than 30 can still refer to this document. The


form is well written with several prompts to assist people with their assessment.
Security audit tool:
A more comprehensive and in depth look at protective security and what vulnerabilities that
need to be addressed.
Detecting Hostile Reconnaissance:
Hostile reconnaissance is the purposeful observation of people, places and locations to collect
information that informs the planning of an attack.  This document is an overview of potential
indicators of what to look out for and what should be considered when developing plans.
All people at any location should read this document.

Recognising Threats:
A document designed to assist people how to improve their ability to recognise a threat and a
plan to respond.

Xian/Shanghai/Suzhou for 10 days. Each day, the group would recap what they’ve picked up about China or the 
Chinese people and new things they’ve tried – even that was a lot of fun sharing their insights.  
The trip was an incredible success where it became the chat topic among our colleagues for months to the point of 
others who heard about it as well as those who had participated, requested me to organise a 2nd trip to include 
Beijing. We did plan one for 2020 but had to cancel it due to COVID. Since the borders were opened last year, I have 
colleagues reaching out to me to revive the trip again, hence this email to you. Kevin is going to support again.  
We have checked some other cheaper tours, but found out that they are shopping tours, taking their groups to 
shops that the tour companies earn huge commissions. All it takes is for one person to get slightly hooked, the 
entire tour will have to wait for that person because they won’t let that person leave unless he/she buys something. 
Besides, they take the group to medical shops, crystals etc which for some items we can’t even bring back to NZ.  
This time, we’ll be going to Wuhan, 4 days Yangtze River cruise, Chongqing, Chengdu and Beijing flying out from 
Auckland at 8:30pm on 17 Oct and returning to Auckland at 6:30pm of 29 Oct. Price $2899 including flights / 
accommodation / cruise / entrance fees / sightseeing / local transport / some meals. Visa application to China not 
included - tips.. please see attached itinerary. No children please and if your family members are joining, they’ll have 
to understand that there is quite a bit of walking, especially at the Forbidden City.  
For those who have friends/relatives in China, you will not be permitted to leave the tour proper. You can meet 
them during free time or stay on when the entire tour finishes.  
This is a self-funded trip and NOT financially sponsored by Police in any way. Both Kevin and I will be paying full fare, 
exactly what you will be paying. You will need to apply for your own annual leave from your supervisors.

trip on 2019, and I am sure we are going to have another great trip this time.  
Just FYI, we are going to have a big group again, last time we have 58 people, and this time we have more than 60 
people registered.  
We were told by CTS, we only can take 60 people for the confirmed price due to negotiated result with Air China. 
Originally our plan is only taking 35 people.

Dear Tāmaki Makaurau based Colleagues 
In 2019, with the assistance of Acting Sgt Kevin Deng, I organised a Chinese Cultural Competency (CCC) China Trip 
where 56 police staff /their partners and a few ethnic community leaders (photo below) visited 
Xian/Shanghai/Suzhou for 10 days. Each day, the group would recap what they’ve picked up about China or the 
Chinese people and new things they’ve tried – even that was a lot of fun sharing their insights.
