Reconsideration of your request for official information
Thank you for your request under the Official Information Act 1982 (the Act), received as a
transfer from the Associate Minister of Health, Hon Casey Costello to the Ministry of Health –
Manatū Hauora (the Ministry) on 19 February 2026. Your request concerned ministerial advisory
groups formed since 27 November 2023; this is a reconsidered response concerning the Aged
Care Advisory Group (the Group) established by Minister Costello.
You requested:
“… For each such group, please provide:
1. The total allocated budget (including any revisions) for the group’s operations for the
2023/24 and 2024/25 financial years;
2. A breakdown and the totals of actual expenditures to date, including but not
limited to: payments or honoraria to members, catering and venue costs, administrative
or secretariat support, travel and accommodation, and any other operational expenses;
3. Copies of any Cabinet papers, funding approvals, or internal budgeting documents
authorizing the group’s financial resourcing.”
In my response letter to you on 20 February I noted that as the Group was not established in
the 2023/24 and 2024/25 financial years, your request for budget information was refused as
the information did not exist. Since sending that response I realised that I had misinterpreted
your request as being limited to 2023/24 and 2024/25, when that only applied the the first part of
your request. I apologise for the incorrect response, and please consider this as a
reconsideration of the response issued to you on 20 February 2026.
The Aged Care Ministerial Advisory Group (the Advisory Group) was formed in December 2025.
Their work is focused on the key challenges in the aged care sector, to help shape a
sustainable, high-quality system for the future. The group's Terms of Reference, including
remuneration settings, is available on the Ministry’s website at:

No funds have been allocated to support the operations of the group for the financial years
2023/24 and 2024/25, as the group did not exist. Likewise, there are no records of funding
approvals or internal budget documents that authorise financial resources for the group.
Therefore, parts one and three of your request are refused under section 18(e) of the Act, as
the information requested does not exist.
