Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act), received as a
transfer from the Associate Minister of Health, Hon Casey Costello to the Ministry of Health –
Manatū Hauora (the Ministry) on 19 February 2026. Please find a response to each part of your
request below:
1. A complete list of all ministerial advisory groups formed since 27 November
2023, including their official titles, responsible ministers, and terms of reference.
I understand that your request for a “list of all ministerial advisory groups” has been addressed
in DPMC’s response (OIA-2025/26-0411 refers).
Section 18(d) of the Act applies to your request for the terms of reference of the Aged Care
Ministerial Group, I refer you to the following link:

The Aged Care Ministerial Advisory Group (the Advisory Group) was formed in December 2025.
Their work is focused on the key challenges in the aged care sector, to help shape a
sustainable, high-quality system for the future. This includes a focus on the funding models for
aged care, which underpin how aged care services operate and deliver care to help people age
well. As such, the Advisory Group wil be considering:
• The funding model needed to support sustainable services, particularly a sustainable
supply of aged care beds; and,
• How the costs of providing aged care could be reasonably shared between those
receiving care and the Government; and,
• The changes needed to support cohesion and integration between aged care services,
wider health services, and disability support services.
2. For each such group, please provide:
- The total allocated budget (including any revisions) for the group’s operations for the
2023/24 and 2024/25 financial years
- A breakdown and the totals of actual expenditures to date, including but not limited to:
payments or honoraria to members, catering and venue costs, administrative or
secretariat support, travel and accommodation, and any other operational expenses;
- Copies of any Cabinet papers, funding approvals, or internal budgeting documents
authorizing the group’s financial resourcing.
The Advisory Group was not formed during either the 2023/2024 or 2024/2025 financial years.
As such, no information has been identified within scope of these parts of your request, and it is
therefore refused under section 18(g)(i) of the Act as the information requested is not held by
the Ministry and there are no grounds for believing it is held by another agency subject to the
Act.
Information related to the daily fees paid to members of the group is available through the link
referenced in response to Question 1.
