Thank you for your email of 19 December 2025 to the Ministry of Business, Innova3on and Employment
(MBIE) reques3ng, under the Official Informa3on Act 1982 (the Act), the following informa3on:
1. Any reports, assessments, briefings, or analytical material held by MBIE that discuss the presence,
prevalence, or risk of extremist ideologies in New Zealand comparable to those publicly attributed
to the Bondi Junction attacker, insofar as those views are characterised in official reporting as
violent, extremist, or posing a threat to public safety.
2. Any high-level estimates, trend analyses, or qualitative assessments (whether quantitative or
descriptive) held by MBIE regarding the number or proportion of individuals in New Zealand
assessed as holding such views, where such information already exists.
3. Any definitions, frameworks, or criteria used by MBIE to categorise or assess such ideologies for
policy, regulatory, or public-safety purposes.
4.
Any inter-agency communications, briefings, or advice to Ministers prepared by MBIE following
the Bondi Junction incident that reference implications, parallels, or relevance to New Zealand.
On 10 February 2026, MBIE received the following clarifica3on from you:
I just want to clarify that my request is around the Bondi Beach a+ack, not Bondi Junc,on. Addi,onally, to help you further locate a source for the informa,on contained in the OIA, I'd like the
Ministry to iden,fy data as it pertains to Immigra,on and the iden,fica,on of ideologies held
by immigrants. Context: It's important to note that just like the Christchurch a+acker, the Bondi Beach Gunmen
brought extremist ideologies with them from overseas. I'd like any informa,on we have around this
contemporarily important issue, for example how we iden,fy extremist ideologies and values held
immigrants, and how we are dealing with it.
Par al transfer of your request Ques3on one of your request has been par3ally transferred to the New Zealand Security Intelligence
Service (NZSIS) for response. This transfer relates to those documents held by MBIE but authored by
NZSIS.
This is because this part of your request is more closely aligned with the func3ons of NZSIS. Sec3on
14(b)(ii) of the Act allows me to transfer any request that is believed to be more closely aligned with the
func3ons of another department, organisa3on or Minister of the Crown.
Response to your request
Ques on one
MBIE has decided to grant this part of your request, with some informa3on withheld under the following
sec3ons of the Act:
6(a), to prejudice the security or defence of New Zealand or the international relations of the
Government of New Zealand;
6(c), to prejudice the maintenance of the law, including the prevention, investigation, and
detection of offences, and the right to a fair trial; and
9(2)(a), the withholding of the information is necessary to protect the privacy of natural persons.
MBIE does not consider that the withholding of this informa3on is outweighed by public interest
considera3ons in making the informa3on available. However, it will take us some 3me to process and
prepare the informa3on for release. We will send you the informa3on as soon as it is ready and without
undue delay.
Ques on two MBIE has not iden3fied any documents held that detail high-level es3mates, trend analyses, or qualita3ve
on the propor3on of individuals who hold extremist views within the immigra3on system or the New
Zealand popula3on in general. Therefore, MBIE is refusing this part of your request under sec3on 18
(e) of
the Act
, as the informa3on requested does not exist.
Ques on three MBIE has decided to grant this part of your request in full.
However, it will take us some 3me to process
and finalise the informa3on for release. We will send you the informa3on as soon as it is ready and
without undue delay.
Ques on four
MBIE has not prepared any inter-agency communica3ons, briefings, or advice to Ministers
in rela3on to
individuals' ideologies following the Bondi aEack. Therefore, MBIE is refusing this part of your request
under sec3on 18
(e) of the Act
, as the informa3on requested does not exist.
Release of informa on
Where we have indicated that we have granted your request, we are in the final stages of preparing the
informa3on for release. We an3cipate delivering these documents to you by 24 March 2026. Should there
be any changes to this 3meframe, we will no3fy you as soon as possible.
