Dear Lewis
I refer to your request under the Of icial Information Act 1982 (the Act), asking for:
In 2023 I requested an updated spreadsheet of data held on locomotive Mean Distance Between
Failures (MDBF). The data series KiwiRail kindly provided covered all locomotive classes up to
December 2022.
Under the Official Information Act 1982, I request the same data series from January 2023 to the
most recently available figures (i.e. the last two years of data).
Please find
attached the requested data as per your request.
The attached Excel document shows the monthly faults, kilometres and MDBF by each class of
mainline locomotive for FY2024 and FY2025, both in individual numbers, and as 6-monthly rolling
average.
As you wil note the performance of the locomotive fleet has been mixed over the past two years. This
reflects an aging fleet, which KiwiRail maintains with an extensive maintenance programme.
KiwiRail is replacing its oldest diesel locomotives with 66 new generation DM class electric-diesel
locomotives from Stadler Rail, which wil progressively enter service over the next two to three years.
Renewing the fleet will lift service reliability and underpins our offer to customers and our ability to
grow and provide the taxpayer with a return on their investment.
The time period the data covers also includes the return to service of the Electric Fleet locomotives.
The Government provided $35 mil ion for this purpose. It wil extend the economic life of the fleet and
help to reduce operating costs and carbon emissions. The MDBF results for the EFs is typical of the
commissioning phase and entry to service.

review of this response by the Ombudsman, in accordance with section 28(3) of the Act. The relevant
