Tēnā koe John Luke,
Local Government Official Information and Meetings Act 1987 (LGOIMA)
DLC Remuneration and Contact Details
Thank you for your official information request surrounding the District Licensing
Committee renumeration and employment contracts which we received on 16 December
2025. The specific details of your request and our responses are below:
"Do DLC chairs and members get paid? Yes, the remuneration rate is set by the Minister
of Justice and is currently $78 an hour for a chair and $51 an hour for members. DLC
invoices are subject to withholding tax. Could you please confirm whether the pay rate is still correct?
Yes, the rate has not been amended and is still $78 an hour for a chair and $51 an hour for
members.
Also, could you provide the annual payment amounts received by each DLC member
from the last term? I understand there are privacy considerations, so I’m happy for the
information to be listed anonymously—for example, “DLC member 1 received X
amount,”, “DLC member 2 received X amount,” “DLC chair received X amount,” etc.
Further what about GST implication? Can you please let me know if there is any DLC
member/chair provide the invoice with GST? If so, how many.
Please see the attached sheet. The DLC ‘term’ does not conclude until 30 June 2026 and as
such, the spreadsheet is accurate as at 30 November 2025. Please note, these are the
number of hours each DLC chair and member has carried out per financial year. Chairs and
members are entitled to claim mileage and parking costs incurred during their DLC work.
These have not been included in the spreadsheet due to time required to gather that
information and therefore refused under s17(f) of the LGOIMA “the information requested
cannot be made available without substantial collation or research”.

“Applications for the DLC roles are being submitted through council’s recruitment page
and therefore, refers to successful candidates as being employees. To clarify, DLC
chairs and members will be contractors to council, not employees." Could you please provide the contractor agreement that DLC members and the chair are
required to sign? Also, could you clarify whether they will be issued with any items such
as an ID card, council email address, laptop, mobile phone, or similar? Please also
advise what other provisions or resources are included as part of this contract.
Please find attached a copy of both the Member DLC Contract and the Chair-Member
contract. DLC chairs and members are not provided with an ID card, council email address,
council laptop or mobile phone or the similar. They are provided with a hard copy of the
Sale and Supply of Alcohol Handbook and for those chairs that require it, access to
Thomson Reuters for case law. At the start of each term the DLC is provided with training
to carry out their functions, and they attend quarterly workshops where various matters are
discussed and additional training provided.
The decision on behalf of Auckland Council to respond to your request as above was made
by Lou-Ann Ballantyne, General Manager Governance and Engagement.
