We refer to your request of 11 December 2025 to Fire and Emergency New Zealand requesting the 
following information under the Official Information Act 1982 (OIA): 
 
•  Please provide the count of submissions received as a result of the recent consultation 
process, both email submissions and those made through any online forms. 
 
Please provide the content of all feedback, in excel or similar format. Do not theme this up 
for me as I am looking for the raw submissions. Please remove any PI  as it is not required. 
 
We can advise that a total of 1,037 submissions were received as a result of the consultation 
process on the proposal to restructure Fire and Emergency. 
 
Regarding your request for the content of each submission in the form it was submitted, but with 
the personal information removed, we consider that there is an expectation among submitters 
that their feedback is not shared beyond those relevant to the decision-making process around the 
proposed restructure. If people knew that this information would or is likely to be shared in the 
form they provided it, we consider that they may be more hesitant or choose to be less 
forthcoming in providing similar information in the future. 
 
Fire and Emergency receiving such information is an important part of any change process (not 
just limited to restructures) where feedback is sought, as it allows the views of those with different 
perspectives, experience, and expertise to be considered before any decisions are made. This 
supports our ability to make better, more well-informed decisions. It is therefore in the public 
interest that we continue to receive the requested information, and information like it. 
 
For these reasons, we have decided to withhold the requested information in full under section 
9(2)(ba)(i) of the OIA, to protect information which is subject to an obligation of confidence or 
which any person has been or could be compel ed to provide under the authority of any 
enactment, where the making available of the information would be likely to prejudice the supply

of similar information, or information from the same source, and it is in the public interest that 
such information should continue to be supplied. 
 
In making this decision, we have considered the public interest considerations in section 9(1) of 
the OIA. While we appreciate there is public interest in the release of information about the 
current proposal to restructure Fire and Emergency, we consider that there is a stronger public 
interest in our continuing to receive submissions in the future. 
 
We also considered whether providing a summary of the requested information could answer 
your request. However, as you specifically asked for all the feedback in the form it was submitted, 
and that it not be summarised, we do not consider it would. 
 
You have the right to seek an investigation and review by the Ombudsman of this decision.
