Applicants wanted for the Library and Information Advisory
Commission
On behalf of the Minister of Internal Affairs, the Department of Internal Affairs is seeking
candidates interested in serving as a member of the Library and Information Advisory
Commission (LIAC).
LIAC's role is to advise the Minister on:
1982
•
library and information issues, including mātauranga Māori, and access to library and
information services
Act
•
the role of library and information services, including mātauranga Māori, in the
cultural and economic life of New Zealand, and
•
any other matters requested by the Minister.
Expressions of interest are welcomed from candidates who possess a mix of several of the
following skills, knowledge, and expertise:
•
Knowledge and experience working in libraries and library management, and
information management at a senior strategic level.Information
•
Demonstrated skills and experience engaging across the wider GLAM (galleries,
libraries, archives, and museums) sector.
•
Knowledge of current and emerging information technology developments, preferably
with expertise in digital management and delivery of information, intellectual
property, privacy, cultural sovereignty of information.

Knowledge of current educational theory and practice, preferably with experience in
the application of reading programmes, literacy, numeracy, digital competence and
how information systems support the education environment.

Member vacancies
The Minister of Internal Affairs (the Minister) is seeking applications from eligible candidates
for two member vacancies on the Library and Information Advisory Commission (LIAC).
Overview of the Library and Information Advisory Commission
LIAC is an unincorporated body established under section 22 of the National Library of New 1982
Zealand (Te Puna Mātauranga o Aotearoa) Act 2003. Its role is to advise the Minister on:

library and information issues, including mātauranga Māori, and access to library and
information services

the role of library and information services, including mātauranga Māori, in the
cultural and economic life of New Zealand, and
•
any other matters requested by the Minister.

Skills, knowledge, and expertise sought for LIAC Information
Expressions of interest are being sought from candidates who possess a mix of several of the
following skills, knowledge, and expertise:
•
Governance and accountability experience, including public sector or complex
organisational governance, strategic planning, and accountability processes.
•
Library, archives, and GLAM sector (Galleries, Libraries, Archives and Museums)

experience, including senior leadership or professional expertise across the library,
archives, or wider GLAM sector, managing change and planning for future sector
issues.

Capability in digital and information systems, including an understanding of
information management, emerging technology, digital access, and data governance
(intellectual property, privacy, and cultural sovereignty).
•
Expertise in education, literacy, and community engagement, including experience
under
with educational, literacy, or community development programmes, and an
understanding of the social and community impacts of information access and use.
•
An understanding and application of Mātauranga Māori and Te Ao Māori principles as
they relate to information and cultural heritage.
Membership, commitment and fees
LIAC consists of up to six members appointed by the Minister after consulting with the

Minister for Māori Development. The National Librarian is an ex officio member.
LIAC typically meets four or five times a year. Attendance at additional meetings may be
required from time to time.
Fees for attendance at meetings are paid in accordance with the Cabinet Fees Framework.
LIAC is a Group 4, Level 3 body under the Cabinet Fees Framework. The daily fee for

members is $330 and members are reimbursed for travel and other reasonable expenses
incurred.

Conflicts of interest
Candidates must declare any actual or perceived conflicts of interest, or any other matter
that may make their appointment inappropriate. Applicants will also be asked to confirm
their personal and financial probity. The Department if Internal Affairs may check the
accuracy of any information provided.

Applications by way of nomination will undergo a contestable appointments process in line
with the Public Service Commission's
Board Appointment and Induction Guidelines and will
not necessarily result in an appointment.
