Thank you for your request of 9 December 2025 to Kāinga Ora – Homes and Communities for
information under the Of icial Information Act 1982 (the Act) regarding the Head of Data and
Insights.
On 26 January 2026 the timeframe for responding to your request was extended under section
15(A)(1)(b) of the Act to allow for consultation. I have answered your questions below.
1. A recruitment timeline showing:
• when the position was first advertised,
• when the position advertisement was withdrawn/closed,
• the dates on which interviews were conducted, and
• the date on which an offer was made.
A timeline of the recruitment process is below:
• 1 September 2025: position advertised
• 29 September 2025: applications closed
• 8 October 2025: one first interview
• 9 October 2025: four first interviews
• 28 October 2025: two second interviews for candidates who were selected to progress to
the next stage
• 6 November 2025: of er made
2. Copies of recruitment documentation:
• the job advertisement/s as it was/they were published, including note of where the
advertisement was published (for example, on which website/s),
• any attachments/supplementary material (for example, the position description used in
the recruitment process), and
• the name/s of any external recruitment firm/s used.
Kāinga Ora used Cultivate Executive Search, a supplier on the Al -of-Government supplier panel,
to support the recruitment for the role. I have attached a copy of the advertisement and job
description, which was published on the Cultivate website, Seek, and LinkedIn.
3. • the total number of applicants, broken down by how many were employed by Kāinga
Ora at the time of their application and how many were not employed by Kāinga Ora at
the time of their application,
• the number of candidates longlisted, broken down by how many were employed by
Kāinga Ora at the time of their application and how many were not employed by Kāinga
Ora at the time of their application,
• the number of candidates shortlisted, broken down by how many were employed by
Kāinga Ora at the time of their application and how many were not employed by Kāinga
Ora at the time of their application, and
• the number of candidates interviewed, broken down by how many were employed by
Kāinga Ora at the time of their application and how many were not employed by Kāinga
Ora at the time of their application.
The total number of candidates Cultivate long-listed was 196, five of which were later short-listed.
To provide you with this information may enable the identification of internal applicants, and
therefore I am refusing your request for a breakdown of the number of candidates that were
internal under section 9(2)(a) of the Act, to protect the privacy of natural persons.
In terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the withholding of
information under section 9 is not outweighed by other considerations that render it desirable to
make the information available in the public interest.
