Request for Information 
 
Thank  you  for  your  email  (dated  9/12/2025)  requesting  information  on  replacement 
water permits relating to the Te Waihora Sub-region. Your request has been sent to 
me to reply. 
 
Most of our replacements are processed under Rule 11.5.33 as the Rule has an ‘or’ 
which provides a specific pathway for replacements (subject to s124 of the Resource 
Management Act) under condition 2 (condition 1 won’t apply).  
 
 
 
Therefore, these activities are not prohibited under Rule 11.5.37. As a result, there wil  
be no consents recorded under 11.5.37 as this is a prohibited rule so nothing could be 
lodged into our system. 
 
If you require any further information or clarification, please do not hesitate to contact

You wil  be aware that if you are not satisfied with this response, you can refer this 
matter to the Office of the Ombudsman under s27 (3) of the Local Government Official
