Thank you for your email dated 27 February 2026 requesting the following action regarding our
response to your Official Information Act request (OIA-20575).
1. Conduct a more thorough search for documents relating to the Toitū te Tiriti hikoi and
provide any documents located or provide a detailed explanation of why no documents
exist.
2. Provide specific information about the requirements, conditions, and bonds actually
applied to each of the three events, rather than directing me to general policy information.
We have carefully reviewed the matters you raised, including your request that NZTA conduct further
searches for documents relating to the Toitū te Tiriti hikoi and your request for more specific
information about the requirements, conditions, and bonds applied to the events referenced in your
original request.
Following this review, NZTA confirms that it stands by the decisions made in its response to
OIA‑20575.
In relation to your request for further documents concerning the Toitū te Tiriti hīkoi, NZTA undertook
reasonable and appropriate searches at the time of the original request, including an email sweep
within defined timeframes using relevant keywords and topic-based filtering.
No internal communications or documents fal ing within scope were identified. As such, this aspect of
your request remains refused under section 18(e) of the Act, as the documents alleged to contain the
information requested do not exist or, despite reasonable efforts to locate them, cannot be found.
In relation to your request for information about the requirements, conditions, and bonds applicable to
the events listed in your original request, NZTA considers that the information sought is publicly
available. Accordingly, this aspect of your request remains refused under section 18(d) of the Act.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
this request. The contact details for the Ombudsman can be located at
www.ombudsman.parliament.nz.
In line with NZTA policy, this response wil soon be published on our website, with personal
information removed.
