Aligning with your request for a single point of contact for this event and

and ongoing long-term relations. However, all matters related to this

proposed Labour Weekend march. Since your communication of the
17th November, two brief phone calls took place with Superintendent
under the Official Information Act 1982
Gemmell being advised the paperwork to NZTA was being prepared and
later that it had been sent.
2. “Acknowledgement that NZ Police will fulfil their statutory duty to
maintain public safety, working with us and NZTA - as occurred in all prior
bridge protests”

New Zealand Police will always fulfil our policing functions including
maintaining the public safety and keeping the peace. It is this
Released  commitment to these functions that has prompted me to inform you
early that Police will not support or facilitate an unpermitted march
across Auckland Harbour Bridge.
Our experiences of recent marches, our commitment to balancing the
right to peaceful process with the right of people to go about their lawful

activities, and the risk to the critical infrastructure that is Auckland
Harbour Bridge, have led Police to this position.
If a permit to march across Auckland Harbour Bridge is declined, I hope
we can work with your team to explore alternatives to preserve your right to
peaceful and lawful protest.
3. “Assurance that Police will not predetermine a position based on NZTA’s
early comments, given previous events show Police lead the safety
planning, and NZTA acts in support of Police direction”.

Once the NZTA stance is confirmed, Police will examine the options
available to us. But, to be clear, Police position remains that we will not
support or facilitate an unpermitted march across Auckland Harbour
Bridge.
4. “Clarification of how Police intend to avoid inconsistent treatment
between our event and the TTT hikoi / Palestinian march.”

Every event proposed is treated on its own merits, which includes
considering lessons learned from previous events. Your proposed march
across Auckland Harbour Bridge and any alternatives will receive this
same approach.

Thank you for your email received at 7.01pm last night.
We wish to clarify several matters immediately, as your
correspondence appears to be based on outdated or
incomplete information, and unfortunately reflects the
ongoing communication inconsistencies we have
repeatedly experienced with NZ Police.
1. Lack of Response to Our Previous Notification
We first notified NZ Police on 17 November 2025.
No reply was received.
In the absence of any communication, we have been
working constructively with Superintendent Scott
Gemmell
, who originally contacted us. There has already
been:
one two-hour in-person meeting, and
one subsequent follow-up phone call
under the Official Information Act 1982
with Scott regarding the 31 January 2026 event.
Despite this, police staff continue to contact us claiming to
be the “sole point of contact.” This has occurred across
districts and creates confusion, duplication, and a clear
lack of internal coordination with previous protests we

2. Your Email Does Not Reflect the Current Status of
Our Engagement with NZTA


Your email states that NZTA suggested a timeframe of 6
December to submit an EAR.
This is outdated.
As requested by NZTA, a full and detailed Traffic
Management Plan was submitted on Monday 24
November 2025
.
Only after the NZ Herald reported on our TMP did we
receive the email from you last night.
For accuracy: we have not delayed any part of the process.
We have followed every request made of us by NZTA.
3. Inconsistent Expectations Compared to Previous
Bridge Protest Events

We have obtained extensive documentation under
multiple OIA requests regarding the treatment of:
the Te Hīkoi mō Te Tiriti (TTT), and
the Pro-Palestine march (August 2025),
both of which crossed or intended to cross the Auckland
Harbour Bridge.
These OIAs make the following facts blatantly clear:
(a) NZ Police were the lead agency for the TTT hikoi.
From NZTA OIA OIA-17255 (3 Feb 2025):
The multi-agency response to the November 2024 hikoi
was led by NZ Police.

under the Official Information Act 1982
NZTA acted only at the request of NZ Police.
NZTA developed an operations plan for Police, not the
organisers.
Furthermore, ASM confirms they were instructed to
create TMP-style planning documents for Police, not for
the protest group.
Released (b) The TTT organisers did NOT provide a detailed
TMP.
Police OIA IR-01-25-2991 (24 Feb 2025) confirms the

organisers only provided a draft schedule, not a formal
Traffic Management Plan.
(c) Notification timeframes have been far shorter for
previous groups.

Police OIA IR-01-24-40883 (23 January 2025) states:
Police first became aware of the hikoi on 13 September
2024
.
The hikoi took place on 16 November 2024 - only two
months’ notice
.
We have provided greater notice.
(d) NZ Police did not “approve” the TTT crossing -
nor were they required to.

Police stated:
Police did not agree or disagree with the hikoi moving
on foot across the Harbour Bridge… Police decided the
best approach to ensure public safety was to work with
the organisers and NZTA…

We expect identical treatment.
(e) Police did not issue arrests or fines.
Again demonstrating a safety-managed, not enforcement-
managed, approach.
4. Pro-Palestine March (August/September 2025) -
Police Were Publicly Identified as Lead Agency

under the Official Information Act 1982
Public reporting by NZ Herald and Newstalk ZB
confirms:
Police acknowledged organisers had signalled intent to
march across the bridge.
Police stated planning was “well underway.”
NZTA referred all media queries back to NZ Police because
Released  ‘Police were the lead agency for protest action.’
This directly contradicts the suggestion in your email that
NZTA alone determines whether a protest crossing may go

ahead.
5. Equal Treatment – No Discrimination
Our group consists of everyday New Zealanders - including
many Māori - exercising the same democratic right to
protest as every other group that has crossed the bridge.
We expect:
neutrality,
consistency, and
non-discriminatory application of process.
It would be unacceptable for Police or NZTA to apply
stricter or more burdensome requirements on our protest
than those applied to TTT or PSNA events.
6. Our Expectations Going Forward
We request:
1.  Confirmation that Superintendent Scott Gemmel will
continue to be the sole Police point of contact, and
that all internal teams (including Districts and Operational
Planning) are aligned.
2.  Acknowledgement that NZ Police will fulfil their
statutory duty to maintain public safety, working with
us and NZTA - as occurred in all prior bridge protests.
3.  Assurance that Police will not predetermine a
position based on NZTA’s early comments, given previous
events show Police lead the safety planning, and NZTA acts
under the Official Information Act 1982
in support of Police direction.
4.  Clarification of how Police intend to avoid
inconsistent treatment between our event and the TTT
hikoi / Palestinian march.
7. Alternative Options
At this stage, our primary proposal remains the same.
Released We are not considering alternative contingencies as our
expectation is that NZ Police will apply a consistent
approach, as stated in OIA responses.

We remain committed to open communication and safe
event planning.
Our team looks forward to clearer coordination and a more
accurate reflection of the process going forward.

NZ Transport Agency Waka Kotahi (NZTA) has declined The Freedom and Rights Coalition’s request to access
the Auckland Harbour Bridge on Auckland Anniversary day, 31 January 2026.
The information provided in the Coalition’s Traffic Management Plan did not meet NZTA's strict criteria for

In order to ensure public safety, minimise the risk of damage to the bridge infrastructure, and minimise
disruption for road users given the critical role the Auckland Harbour Bridge plays in the city’s transport
network, there is a very high threshold for acceptance of requests to access the Auckland Harbour Bridge for
special events. under the Official Information Act 1982

As with all applications, organisers have the opportunity to amend their application and resubmit it, to
address the criteria for bridge access by 6 December. This date accommodates further review required by
NZTA ahead of the Christmas shutdown period. NZTA continues to work closely with NZ Police on this
matter.
NZTA informed The Freedom and Rights Coalition earlier in November that their proposed protest event
across the Auckland Harbour Bridge on Auckland Anniversary weekend was unlikely to be approved. This
decision was based on the limited information published at the time on social media and significant safety

Today I had a visit from Mark Lowrie from the True Patriots. This was not a planned meeting, and
he turned up in reception. The enquire was directed to myself.
Jim B and I had a meeting with Mark, he was asking about the process and the timing for
organising a march across the AHB, he is saying that it is for 30,000 to 50,000 people.
The direction that we gave him was


Make sure that the event meets all the criteria that is published on the website.
Gives enough time and get approval from Auckland Council and NZ Police
He needs to engage a supplier to do a TMP and submit it will all the criteria to the TMC
email address
He asked us about how the last ones got approved quickly and we just had to refer him to
the NZ Police.
We stressed the importance of the management of the structure and the crowds and that
the Marathon manages things well to protect the AHB.
Also, the disruption to the network will be taken into consideration on any approval.
We said that any application will follow the as rules as all other applications and we
cannot commit to a timeframe if they do not provide all the information requested on the
website.

We are reaching out to you as we have seen your Facebook promotions about your
intention to hold a protest over the Auckland Harbour Bridge on Saturday 31 January 2026.
Based on the limited information shared on your social media to date about your intentions,
it appears some of your proposed plans will not meet NZTA’s required conditions for


access to the Auckland Harbour Bridge and surrounding areas. These include the large
number of unregistered participants you believe may attend, and the proposed time and
date. These would create considerable safety risks and a significant travel disruption for
Auckland over a busy public holiday period.
In our previous correspondence with you regarding your proposed October 2025
march/protest event, we explained that all parties wishing to access the state highway
(including the Auckland Harbour Bridge) must follow a formal process to apply for an
approved Traffic Management Plan (TMP). This is to ensure the proposed activity is:
safe for everyone;
meets legal requirements; and
is well planned to reduce disruption.
We also explained in that correspondence the additional criteria that must be met for
access to the Auckland Harbour Bridge, which reflect the strategic role the Auckland
Harbour Bridge plays in the state highway network, the risk of damage to infrastructure, and
public safety concerns.
These additional conditions are clearly explained on our website here

and-applications/requests-to-access-the-auckland-harbour-bridge.
If you consider that all of the conditions can be met, the first step is for you to make an Early
Access Request (EAR) to kick-off your engagement with us before moving to a TMP. The
EAR is usually required at least six weeks prior to the proposed date of the event. However,
given the holiday shut-down period (20 December 2025 - 5 January 2026) when our team
will not be processing requests, we would need to receive your EAR at latest by Saturday 6
December 2025.
Given the considerations above and the information shared publicly so far, we are giving
you advance notice that it is unlikely that NZTA would approve an EAR unless your event
plans change to meet all of the conditions outlined in the link above.

On that weekend Brian Tamaki announced ‘New Zealand Day’ on 31st January and is planning
another protest over the Auckland Harbour Bridge. It appears this will be a significant event as

Tamaki has referred to it several times on his social media pages since announcing it a week ago.
It would be worth taking a look at his social media to get an idea of the event.
With that in mind we are planning to commence dialogue with his group on Wednesday this week
with a view to deterring them from marching across the harbour bridge.
If they refuse to change location then we’d commence the planning and preparation immediately.






We will lose the best part of mid Dec to mid Jan with Xmas holidays so would work towards
having the operational planning and preparation completed by Friday 12th December. That will
give us the final 2 weeks of January to finalise any loose ends.
I’m wondering if you are available to chat tomorrow please as it would be helpful to progress our
collective approach to this event early.
I appreciate that you will need to consider any application for an event on its merits. However
would it be possible for NZTA, once you’ve seen the social media, to reach out to Tamaki
proactively, to advise that they will need to submit an application early and perhaps highlight the
new posture that NZTA is now taking on marches/events like this in terms of how likely it would
be for an event such as this to be approved. Perhaps you could express the NZTA position around
the new criteria including safety, no longer allowing use of clip-ons for a large number of
pedestrians, and the likely disruption to the network, etc.
Even if NZTA said it was ‘highly unlikely’ to approve an event like this it would assist us in
commencing our conversation with Tamaki and his group.
