I have had further discussions within NZTA, and our position remains as follows:
1. We were given a heads up from a previous Hikoi organiser that one may be happening via
under the Official Information Act 1982
Helen Harris.
2 We have had no direct contact with the event organiser.
3 We have had no TMP request for the bridge.
NZTA request that NZ Police remain as point of contact with the PSNA organiser. NZTA have not
had a request nor have approved use of the bridge for this protest.
If NZ Police as Lead Agency choose to facilitate protestors across the bridge due to wider
considerations, and NZTA is requested to support this, then there is a preferred option from our
perspective:

We spoke late last Friday regarding this protest and you stated the NZTA position however I
realise I hadn’t responded to the below email and feel I need to do that.
Just to clarify, your email below states:
NZTA has a number of factors it considers when granting event or other access to the bridge. Our
initial response for safety and other reasons is to not grant the request for the protest to cross the
AHBThis is due to a combination of safety concerns of the very large numbers of people crossing
the bridge, as well as the potential impacts to the bridge structure and wider impacts upon the
traffic across the network overall.
Your later email states:
I have discussed your email and NZTAs position is that NZ Police as lead Agency will need to
maintain communication with the organisers. NZTA have not had direct contact with the
organisers, only via Police. We are happy to support Police on the options below once directed by
Police.
Just for clarification, the organiser did contact NZTA directly (Helen Harris) in regards to this
event. You have stated your position to NZ Police however I would encourage you to respond to
the organisers with that position.

Afternoon Andrew
Thank you for the reply detailing NZTA’s stance on the planned protest action across Auckland
Harbour Bridge. There is real benefit in working collectively on this matter.
The Police position is that if NZTA does not grant a permit, then the planned march is an
unlawful event. On that basis Police consider there are now three opt ons available to us:
Option 1: Full block
With the support of NZTA , Police will place a hard block across the entire Harbour Bridge to
prevent any unlawful entry on to the Harbour bridge by marchers. This would be followed up
with the identification and possible prosecution of all organisers and marchers who have
unlawfully entered the motorway. We anticipate that a standoff between Police and marchers
would ensue for some period and would require significant staffing.
Option 2 – a facilitated crossing by Police, followed by prosecutions
NZTA and Police put in measures to divert traffic around the march group as it enters the
motorway on foot and, through warnings and evidence gathering, secure sufficient evidence to
possibly prosecute organisers and marchers once they have entered the motorway and traverse
the bridge. There are challenges associated with this, including how to then engage with the
organisers around a safety plan and agreed route. There is also the issue of unknown actions by
the organisers and marchers.
Option 3 - a facilitated crossing by Police, but no prosecutions
Per Option 2, however Police take no subsequent prosecution action. The consequence includes
significant loss of trust and confidence in NZ Police, and a view from future march groups that
they should be given the same courtesies.
Permit Optionsunder the Official Information Act 1982
There is  however, an intermediary step that you may wish to consider. The PSNA, via Nyze
Manual, have signalled to NZTA the intent to cross the bridge, noting that “Everyone wants to
have a safe event and hence wanted NZTA advised immediately” (communication to Ms Helen
Harris). This may be viewed as an informal approach to seek permission to conduct this event
lawfully.
Perhaps if NZTA views this as an informal permit request, there is an option to reply to the
organisers that NZTA has considered the request, however are unable to grant it, and detail the
options available to the organisers from here.
We believe it is important to communicate this NZTA stance to the PSNA today, 29th August, as

they have indicated that they intend to go live with communication tomorrow. If we enter the
weekend without communicating a clear stance, then the void may be filled with incorrect
information. Communicating this stance today also allows the organisers to reconsider their
approach and response over the weekend, with a request to reply on Monday.
Please let me know if you decide to communicate with the PSNA today and the outcome of that.
This will allow us as joint stakeholders to continue to be aligned in our messaging.

Thanks for the discussions this afternoon I note your email response to the organisers of the
march over the Harbour Bridge.
It’s disappointing that NZTA hasn’t expressed a clear position in ‘approving’ or ‘declining’ the
proposed event.
I note that NZTA has indicated it’s ‘extremely unlikely’ to approve a formal request in these
circumstances. So on that basis (extremely unlikely), in this specific circumstance, particularly
the fact that this event is likely to attract 20,000 – 30,000 protestors, for reasons of safety, NZ
Police will plan a response to facilitate the march over the AHB.
As advised I am on leave from this evening until after the proposed event. My reliever is Insp
Stefan Sagar (cc’d into this email) so please liaise with him from tomorrow.
After this event I would like to meet with you to continue discussions on how NZTA and NZ Police
respond to similar events in future.

NZTA acknowledges your request to access the state highway network and the Auckland Harbour
Bridge. For your information there is a formal process to follow when requesting access to the
state highway corridor and/or harbour bridge. This is to ensure the proposed activity is:
safe for everyone
meets legal requirements
and is well planned to reduce disruption
The following web link provides access to supporting template documents that are required to
support formal requests for access, such as temporary traffic management plans (at organisers’
cost) and a risk assessment for the proposed activity.

NZTA considers several factors when approving road closures including:
health and safety impacts and risk management
the reason for closure
the impacts of the closure on the customers and traveling public
stakeholder engagement
availability, suitability and approval of detour routes particularly if they belong to another
road controlling authority
We note that in discussions with NZ Police you have indicated attendance in the region of 20,000
- 30,000. Given the considerations above, and the compressed timeframe, we are giving you
advance notice that NZTA would be extremely unlikely to approve a formal request for bridge lane
closure under our usual access considerations given the considerable safety risks and the major
impact to the travelling public of a prolonged closure.
In previous situations involving large scale protest or civil rights activity and/or hikoi, NZTA has

worked under the all-of-government direction of NZ Police, as a lead agency, to facilitate state
highway corridor access at their request.
Given this, we recommend you talk to NZ Police.

I apologise for the delay in sending this request. I have been waiting for a clearer picture
from Police as to the actual route that is preferred for the Hikoi.
We now understand that the center lanes are possible and that has triggered this email.
I am making this formal request on behalf of a Palestinian and Tangata whenua team,
called “Aotearoa for Palestine”, for a Human Rights hikoi across the Auckland Harbour
bridge on Saturday September 13.
