Thank you for your email dated 5 December 2025 to Te Kaunihera o Pōneke | Wel ington City Council 
(the Council) requesting the fol owing information: 
 
Please can you provide month-on-month difference on the number of tickets given out for 
people who have a valid registration but have not displayed the sticker, over the last two 
years. 
 
 
Your request has been considered under the Local Government Of icial Information and Meetings Act 
1987 (LGOIMA).  
 
Prior to answering your request, I’d like to take this opportunity to provide context regarding the two 
offences related to motor vehicle registration: 
1.  Requirement to Register and License a Vehicle: Under section 77(2)(a) of the Land Transport 
(Motor vehicle Registration and Licensing Act) Regulations 2011, every vehicle must be 
registered and licensed as set out in section 16. This means the vehicle’s registration must be 
current and legal y recognised, ensuring that it is authorised to be on public roads.  
 
2.  Displaying the License Label Correctly: Section 77 (2)(b) of the Land Transport (Motor vehicle 
Registration and Licensing) Regulations 2011 specifical y addresses the manner in which the 
license label must be displayed. The law requires the label to be affixed to the inside of the 
windscreen, as close as practicable to the bottom right-hand corner when viewed from the 
outside and front of the vehicle.  
 
In summary, one offence relates to the actual registration status of the vehicle, while the other 
concerns the physical display of the registration label. Both are enforceable and may result in 
penalties, but they address dif erent aspects of compliance with vehicle registration laws. 
 
Your Request for Information 

Your request for information has been assessed and the decision to refuse your request has been 
made under section 17(f) of the LGOIMA, as the information cannot be made available without 
substantial collation or research. 
 
While we can report on the number of infringements issued for the offence Licence label not affixed
the information we hold does not identify whether the vehicle involved had a valid registration at the 
time of the infringement. To determine this, each individual vehicle would need to be manually 
checked against the Waka Kotahi (NZTA) registration database to compare the infringement date with 
the licence expiry date. Completing this process for all infringements over a two-year period would 
require substantial manual collation and research. 
 
In accordance with our obligations, we explored whether the request could be refined or whether the 
information could be provided subject to a charge under section 13 of the Act. We have determined 


that even with refinement or charging, the request would stil  require substantial collation and 
research.  
 
 
In making my decision, I have considered the public interest considerations in section 7(1) of the Act 
and determined there are no public interests which outweigh the grounds for withholding
