Tēnā koe Elspeth,
Official Information Act request relating to Information relating to ADHD cross-agency
coordination
Thank you for your Official Information Act 1982 (the Act) request, which was received by the
Department of the Prime Minister and Cabinet (DPMC) on 16 December 2025. You
requested:
1) Please confirm, in relation to information held by DPMC: Whether DPMC has ever
discussed or recorded discussion (at any level) regarding the potential benefit or
need for a coordinated, cross-sector national ADHD strategy, distinct from the
Ministry of Health’s clinical framework. 2)
2) Whether any ministry has been assigned formal oversight responsibility for ADHD
policy, coordination, or strategy across government. If no such discussion or
assignment exists, please confirm this.”
As advised earlier, the Department of the Prime Minister and Cabinet (DPMC) transferred
your request dated 29 November 2025 under the Act to the Ministry of Health as the agency
responsible for matters relating to ADHD.
DPMC responded to your request for information we hold, and we advised that regarding the
information we hold, your request was refused under section 18(f) of the Act. To the best of
our knowledge, we are not aware of any cross-agency strategy work on ADHD that DPMC
has been involved in.
Regarding the part of your request seeking confirmation on
whether any ministry has been
assigned formal oversight responsibility for ADHD policy, coordination, or strategy across
government, I advise that DPMC does not hold this information. I am therefore refusing your
request under section 18(g) of the Act which provides that the information requested is not
held by the department and the person dealing with the request has no grounds for believing
that the information is either held by another agency or connected more closely with the
functions of another department.
I can advise, however, the Ministry of Health is the primary agency responsible for supporting
the Minister for Health and the Associate Minister of Health, Hon Matt Doocey, who has the
delegation for neurodiversity (including ADHD). The Prime Minister may assign
responsibilities to an Associate Minister, to assist the portfolio Minister in carrying out tasks
relating to their portfolio. The Schedule of Responsibilities Delegated to Associate Ministers
provides a summary list of the responsibilities that have been delegated to Associate
Ministers. It is available on the following website:
www.dpmc.govt.nz/our-business-
units/cabinet-office/ministers-and-their-portfolios. In addition, the Directory of Ministerial
Portfolios including the departments responsible to each Minister is set out on the following
website:

You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
We do not intend to publish this response on the Department of the Prime Minister and
Cabinet’s website.
