Local Government Official Information Request
Thank you for your request for information from Council. Al requests to the Council for information are
required to be considered in accordance with the Local Government Official Information and Meetings Act
1987 (LGOIMA). More information about how the Council handles LGOIMA requests can be found in the
Council’s LGOIMA Request Policy which is available on the Council’s website LGOIMA Request Policy:
Rangitikei District Council.
Your initial request for information was received on 28 November 2025 and requested information about
Council vehicles. We sought clarification of parts your request, and on 30 November 2025 you confirmed
your definition of ‘vehicle’ together with the timeframe that the requests contained in your questions four
and seven relate to. Your questions and our response can be found below:
Question 1:
“How many vehicles do council own or lease - Please provide the total number of leased and owned
vehicles? By vehicle I mean anyone of the 6 driver licenced classes 1-6 inclusive as defined by NZTA
fact sheet 11 dated September 2025. This definition applies to al questions below.”
Response:
Based on the vehicles covered by class 1 – 6 on the NZ Transport Agency Fact Sheet 11 (Factsheet 11
- Driver licence classes), Council owns 44 vehicles, as at 8 December 2025.
Council does not lease any vehicles, as of 8 December 2025.
Question 2:
“What is the total number of vehicles that are taken home by employees each night?”
Response:
There are 27 Council owned vehicles that are taken home by Council employees each night.
Question 3:
“Of the number of vehicles in (2) above that are taken home each night, how many of the
employees:- Reside in the Rangitikei, Reside in the Whanganui District Reside in the Manawatu
District Reside outside any of the above districts?”
Response:
Of the 27 Council owned vehicles taken home by Council employees each night the fol owing
residential breakdown applies in relation to the location those vehicles are stored:
- Rangitīkei District: Seven
- Whanganui District: Eleven
- Manawatu District: Five
- Outside of the Rangitīkei, Whanganui and Manawatu Districts: Four
Question 4:
“Please state the total amount of Fringe Benefit Tax paid in respect council vehicles for the last
financial year – 2024/25?”
Response:
For the 2024/25 financial year (1 July 2024 – 30 June 2025), the Fringe Benefit Tax paid in respect of
Council vehicles was approximately $9,000. This number varies from year to year.
Question 5:
“Please also state total number of vehicles hired from rental companies shown in total number of
hire days for the last financial year.”
Response:
There were no vehicles hired from rental companies during the 2024/25 financial year (1 July 2024 –
30 June 2025). The number of hire days is zero.
Question 6:
“Are al council vehicles tracked by 'E-Roads' or similar?”
Response:
40 of Councils 44 vehicles are tracked by ‘E-Roads’.
Question 7:
“The total annual cost to maintain and run council vehicles? This should include fuel, maintenance,
insurance and tax as a minimum. For the last financial year – 2025/25.”
Response:
The total annual cost to maintain and run Council vehicles for the 2024/25 financial year (1 July 2024
– 30 June 2025) was $238,424 plus GST. This total includes distance licenses, fuel, vehicle registration,
repairs and maintenance, insurance and Fringe Benefit Tax.
Question 8:
“Does the Mayor get reimbursed for council related business mileage? If yes, how much was paid to
the Mayor in the last financial year.”
Response:
Yes, the Mayor receives reimbursement for Council related business mileage in accordance with the
formula determined by the Remuneration Authority. Mileage paid to the Mayor in 2024/25 was
approximately $23,000.
