Dear A Goodwin
Request for information
I refer to your Official Information Act 1982 (OIA) request dated 25 November 2025, for
the following information:
1) Please provide all correspondence, reports, memos, letters, notes, advice
and emails since 2022 amongst Police and between it and all government
agencies and officials regarding NZDSOS's legal letter to Commissioner
Coster on 2 Jun 2022 and subsequent legal response to Mr Peoples on 18
Jul 2022.
2) Please can you advise whether the OIA request at paragraph 10 of the 18 Jul
2022 letter was responded to, and if so, provide a copy of the response.
Request for all Correspondence regarding NZDSOS letter of 2 June 2022 and NZDSOS
response of 18 June 2022
On 22 April 2022 an ‘open letter’ was sent to police from NZLSOS, signed by Kirsten
Murfitt, Sue Grey, Darrin Cassidy, and Alison Pavlovich. The letter set out a range of
information requests. The following information was included in the request from the
NZLSOS:
(a) the instructions from the Police Commissioner, Andrew Coster (“the Police
Commissioner”), to the management assistant who responded to our letter dated
12 April 2022
(b) confirmation that the reference to Commissioner in the police email dated 12
April 2022 is a reference to the Police Commissioner
(c) all internal police correspondence, information and data (including all
correspondence, information and data to and from the Police Commissioner)
concerning NZLSOS’s correspondence to the police
(d) all external correspondence, information and data (including all
correspondence, information and data to and from the Police Commissioner)
concerning NZLSOS’s correspondence to the police
(e) all external and internal correspondence, information and data held by the
police, including the Police Commissioner, which raises any concern(s)
concerning the vaccine (excluding the concerns raised by NZLSOS)

(f) all external and internal correspondence, information and data held by the
police, including the Police Commissioner, which raises any concern(s)
concerning microtechnology and/or other substances in the vaccine
(g) all external and internal correspondence, information and data held by the
police, including the Police Commissioner, in regard to ALC-0159 and ALC-0315
ingredients in the vaccine
(h) all external and internal correspondence, information and data held by the
police, including the Police Commissioner, concerning Agenda 2030 and/or the
Fourth Industrial Revolution
(i) all external and internal correspondence, information and data held by the
police, including the Police Commissioner, which raises any concern(s)
concerning the adverse reactions and incidents connected with the vaccine
(temporal or otherwise)
(j) all external and internal correspondence, information and data held by the
police, including the Police Commissioner, to and from the coroner’s office in
regard to the `adverse reactions’, ‘deaths’ and `incidents’ connected with the
vaccine (temporal or otherwise)
On 20 May 2022 Police responded to each aspect of the NZLSOS information request,
providing a range of information by way of attachments to its letter.
On 2 June 2022 Police received a letter from Barrister Lisa Hansen, who advised that
they were engaged by NZDSOS to bring to Police’s attention a list of deaths said to be
“
temporally related to the covid-19 vaccination”. Ms Hansen referred to NZDSOS and
NZLSOS correspondence with police.
On 16 June 2022 Police replied to Ms Hansen, setting out information from the Centre for
Adverse Reactions Monitoring (CARM) and the New Zealand Medicines and Medical
Devices Safety Authority (MEDSAFE). Police notes that a copy of its 16 June letter is
currently posted on NZDSOS’ website.
On 18 July 2022 Ms Hansen wrote a further letter responding to Police. Paragraph 10
contained the following information request:
On 18 July 2022 and 10 August 2022, Police wrote to NZLSOS in relation to the
information requested under paragraph (j) above – namely, ‘correspondence with
coroner’s office in regard to deaths connected with the vaccine’.
On 5 September 2022 Police wrote to NZDSOS responding to its enquiry into police
investigations into several child deaths, advising police did not intend to investigate these
matters as there was no evidence to indicate a criminal offence. This letter of 5
September 2022 is the last recorded correspondence with the NZDSOS or NZLSOS,
relating to concerns with the Covid-19 vaccine.
All of the correspondence referred to above has been provided to the NZDSOS /
NZLSOS. It is not therefore further disclosed in this current response.
In terms of the request for all correspondence since 2022 amongst Police and between it
and all government agencies and officials regarding NZDSOS's legal letter to
Commissioner Coster on 2 Jun 2022 and subsequent legal response to Mr Peoples on 18
Jul 2022. The only correspondence between police and another agency, that Police has
located, is attached to this letter (
see attachment 1). Information about the individual
coroner’s cases is withheld under section 9(2)(a) of the OIA, to protect the privacy of
natural persons including that of deceased natural persons.
Police considers the interests requiring protection by withholding the information are not
outweighed by any public interest in release of the information.
Was the OIA request at paragraph 10 of the 18 Jul 2022 letter was responded to,
and if so, provide a copy of the response.
You ask whether Police responded to the following 18 July 2022 information request:
“(10) Copies of all correspondence amongst police and between it and all
government agencies and officials since NZDSOS’s first letter to Commissioner
Coster that refer to the matters raised in these letters and that refer to matters
raised in letters from lawyer Kirsten Murfitt on behalf of NZLSOS.”
As set out above, Police had earlier received a request for all correspondence (internal
and external) about matters raised by the NZDSOS / NZLSOS. Police’s letters of 18 July
2022 and 10 August 2022 replied to this request. There has been no correspondence,
other than the limited internal email / administrative correspondence released on 18 July
2022 (attachment two), and the brief emails exchanged with the Ministry of Justice,
discussed above at para 9.
Please note that as part of its commitment to openness and transparency, Police
proactively releases some information and documents that may be of interest to the
public. An anonymised version of this response may be publicly released on the New
Zealand Police website.
You have the right to seek an investigation and review by the Ombudsman of this
decision. Information about how to make a complaint is available at
www.ombudsman.parliament.nz or freephone 0800 802 602.
Yours sincerely
