Thank you for your email
of 24 November 2025 requesting statistics on third-party Access to the Motor
Vehicle Register (MVR) under the Official Information Act 1982 (the OIA). On 16 December 2025, you
clarified your request to be for:
Can you please list monthly volume of access to the MVR (number of transactions where a license
plate is given to be looked up in the MVR) by each authorised private company under Section 241
or Section 237(2)(d) for the entirety of 2024 and 2025. Give the name of the private company,
then break down the requests made per month in a table. Please provide this in a machine-
readable format.

To provide context, the attached data reflects usage logged in the Motochek system. Current logging
does not always attribute those enduser queries to the ultimate company using a portal. The
system
does not capture which specific client used a portal/intermediary to obtain personal information.
Accordingly, the attachments should be read as Motochek channel statistics, not a complete census of
all section 241 or 237(2)(d) access across every channel.
Access under section 241 of the Land Transport Act 1998 (LTA) is granted to certain persons or
classes of persons for approved purposes and may be subject to conditions. Some companies also
have additional avenues for access under section 237(2)(d), for example where disclosure is permitted
under another enactment such as the OIA.
In line with NZ Transport Agency Waka Kotahi (NZTA) policy, this response wil soon be published on
our website, with personal information removed.
