Thank you for your Official Information Act 1982 (OIA) request which was transferred to
Police on 3 December 2025. You requested:
The total number of infringement notices issued from May 2020 to 26 November
2024, broken down by:
Issuing agency (NZ Police, WorkSafe, Ministry of Health, any other authorised
issuer) Calendar year (2020, 2021, 2022, 2023, 2024) Type of breach (e.g. failure
to stay home, mask non-compliance, vaccine mandate breach, vaccine certificate
breach, gathering limits, etc.) – or the closest categorisation available.
As at 21 November 2025 (or the most recent practicable date):
The total number of those infringement notices that remain unpaid or outstanding
The total original infringement fee amount stil outstanding (excluding any late
fees, court costs, or col ection costs) The total amount of money actually
collected to date from these infringement notices.

The data provided in my response can be found in the attached tables and relates to
infringement notices issued by Police. Police does not record infringement notices for
other issuing agencies.
This data relates to the COVID-19 Public Health Response Act 2020.
1 Al requirements
under this Act were removed in August 2023 and the Act was repealed on 26 November
2024. Therefore, Police does not hold any data for proceedings after 2023 for COVID-19
offences.
Table 1 shows the count and total fee amount of COVID-19 infringements issued by
Police. This table includes all infringements issued, regardless of payment status, by
code description and year.

Table 2 shows the count and total fee amount of COVID-19 infringements paid to Police,
by code description and year. This table only includes infringements that were fully paid
to Police.
Police record if infringements are paid, cancelled or waived. If infringements are unpaid,
these are referred to the courts. Police does not hold information on whether
infringements are paid after referral to the courts, or on any subsequent court action.
Data in this response is drawn from a dynamic operational database and is subject to
change as new information is recorded or updated. When interpreting the provided
information, please be aware that infringements that were not paid to Police may have
been paid to the courts.
As part of its commitment to openness and transparency, Police proactively release some
information and documents that may be of interest to the public. An anonymised version
of this response may be publicly released on the New Zealand Police website.
