Response to your request under the Official Information Act 1982
I acknowledge your email to the Ministry of Justice received on 23 November 2025 and note that on
3 December 2025 your request for the following information was transferred to the New Zealand
Customs Service (Customs) under the Of icial Information Act 1982 (the Act):
“The total number of infringement notices issued from May 2020 to 26 November 2024,
broken down by:
Issuing agency (NZ Police, WorkSafe, Ministry of Health, any other authorised issuer)
Calendar year (2020, 2021, 2022, 2023, 2024) Type of breach (e.g. failure to stay home,
mask non-compliance, vaccine mandate breach, vaccine certificate breach, gathering limits,
etc.) – or the closest categorisation available.
As at 21 November 2025 (or the most recent practicable date):
The total number of those infringement notices that remain unpaid or outstanding The total
original infringement fee amount stil outstanding (excluding any late fees, court costs, or
collection costs) The total amount of money actually collected to date from these infringement
notices.”
I can advise that Customs’ system does not centrally collate this information in a way that it can be
extracted without creating new information. This is because Customs does not report on the
requested data, and accessing records for an infringement requires identifiable information relating
to that specific infringement. Therefore, your request is refused under section 18(e) of the Act, that
the document alleged to contain the information requested does not exist or, despite reasonable
efforts to locate it, cannot be found.
You have the right, by way of complaint to the Of ice of the Ombudsman under section 28(3) of the
Act, to seek an investigation and review of this decision. Information about how to make a complaint
