Overview
1982
ACT
• Many jurisdictions around the world now offer a digital driver licence (DDL). This form of driver licence can provide users, administrators,
regulators, and enforcement officers a more secure and convenient form of licence proof and identification.
• A New Zealand DDL would form part of the wider Government digital credential and identity services ecosystem being led by the Department of
Internal Affairs (DIA). International experience shows us that secure digital identity credentials are the foundation for government service
modernisation and digitisation.
INFORMATION
• NZTA is looking to create a New Zealand DDL that will be compliant with international standards, can be used anywhere, anytime and securely
safeguards the privacy of the licence holder. The aim is that it would be a trusted credential that can be verified in real time.
• A DDL will build usage and engagement with NZTA’s digital services, offering a significant opportunity for cost reduction over time. Additionally,
a DDL would al ow driver licence details to be issued or updated in real time. This provides better fraud protection, access, reduces frontline
OFFICIAL
volumes and enables better responses in times of crisis (e.g. pandemic or natural disaster).
• The driver licence is a key component of digital identity in New Zealand and is integrated into many Government digital identity services
THE
(including DIA Identity Check) and by many private sector entities for identity verification purposes.
• Legislative change will be required to implement a New Zealand digital driver licence.
• NZTA has completed initial DDL Discovery work. Fundi
UNDER ng is required to move forward with the design and build of the technical solution,
appreciating the tight fiscal environment. Existing cost estimations are based on Australian experience (~$50M).
• Once funding is secured, the implementation timeframe for the technical solution is ~2.5 years, however a DDL pilot would be delivered before
the full launch.

Ensure robust security measures to prevent unauthorised access, as wel as strong privacy
protections for personal data.

Where to from here…
1982
ACT
There is strong demand from New Zealanders for a digital licence offering based on NZTA customer testing.
Delivering a digital driver licence requires:
• Legislative change to implement a New Zealand digital driver licence.
INFORMATION
• Funding to move forward with the design and build of the technical solution. Existing cost estimations are based on Australian experience
(~$50M). Several vendors and markets have now delivered a digital driver licence, which should lower the cost.
• Once funding is secured, the implementation timeframe for the technical solution is ~2.5 years.

How can progress be accelerated?
THE
• NZTA could ramp delivery up if we had seed funding to get started. This would include completing a robust cost estimation, exploring
alternative delivery and funding options, and planning for a pilot.
