Request made under the Official Information Act 1982
Thank you for your email of 23 November 2025 requesting information relating to the Digital Driver
Licence (DDL) programme of work under the Official Information Act 1982 (the Act).
On 25 November 2025 we contacted you to advise that parts of your request had been transferred to
the Ministry of Transport as they were more closely aligned with the Ministry’s work. The fol owing
aspect of your request remains with NZ Transport Agency Waka Kotahi (NZTA):
Please provide copies of all advice, briefing notes, Aide-Mémoires, and reports provided to the
responsible Minister(s) by the Ministry regarding the DDL policy.
The attached document schedule outlines the documents in scope of your request which are
enclosed. Please note that I am withholding some information under the fol owing sections of the Act:
• Section 9(2)(a) – to protect the privacy of natural persons.
• Section 9(2)(b)(i ) – to protect information where the making available of the information would
be likely unreasonably to prejudice the commercial position of the person who supplied or who
is the subject of the information.
• Section 9(2)(g)(i) – maintain the effective conduct of public affairs through the free and frank
expression of opinions by or between or to Ministers of the Crown or members of an
organisation or officers and employees of any department or organisation in the course of their
duty.
Information that is considered as being out of scope of your request has also been removed.
With respect to the information that has been withheld, I do not consider there are any other factors
which would render it desirable, in the public interest, to make the information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
