Request for information
Thanks for your Official Information Act 1982 (OIA) request of 21 November 2025, which
asked for information regarding policies and procedures relating to camera feeds and
automatic number plate recognition.
Police’s response to each part of your request can be found below.
Part A: Governance, Policy, and Agreements Policies and Procedures: Please provide
copies of al current policies, procedures, and ethical frameworks that govern the use of
AI, facial recognition, or other algorithmic analysis tools on video surveil ance feeds.
Privacy Impact Assessments (PIAs): Please provide a list of al PIAs that have been
completed regarding the use of these technologies. Please also provide a copy of each of
these PIAs, redacting only the specific operational details that would genuinely prejudice
law enforcement under section 6(c) of the OIA.
Police do not use AI, facial recognition, or other algorithmic analysis tools on video or data
feeds from cameras. As this information does not exist, this aspect of your request is
refused under s18(e) of the OIA.

Technology Vendors: Please provide a list of the names of the AI, facial recognition, or
video analytics software products currently in use or being trial ed. I am not requesting
technical specifications, only the product names (e.g., "Clearview AI," "Palantir," etc.).

Because this information is already publicly available, in a formal sense this part of your
request is refused under s18(d) of the OIA.
Part B: Automated Number Plate Recognition (ANPR) Specifics This part of the request is
specific to ANPR data.
Agreements and MOUs: Please provide a list of all private companies and public bodies
with whom NZ Police has an agreement to access their ANPR data.
"Live" vs. "Historical" Access: Please clarify if any agreements or systems allow NZ Police
"live" or real-time access to a third party's ANPR feed, as opposed to making historical
requests for data.
Data from Private Parking Companies: Please state specifically whether NZ Police has
accessed, or has an agreement to access, ANPR data from private parking enforcement
companies.
Police has two types of access to ANPR data: direct access under agreement, which
allows immediate use in locations such as District command and control centres, and
access that is only available upon request.
Police has or is in the process of completing letters of agreement with the fol owing
companies and public entities outlining conditions for accessing or requesting historic or
real-time information. Not al providers can process real-time requests, but the
agreements specify requirements should that capability become available.

Police may request information at any time.
Police does not have access, nor any agreement to access, ANPR data from private
parking enforcement companies. In future, the entities listed may choose to include
information from parking services, but this is entirely at their discretion and outside Police
control.
