Dear Sam
Thank you for your Official Information Act request received on 19 November 2025. You
requested:
Any current Cabinet papers, policy documents, briefings, or advice provided to you (or
your office) from the Public Service Commission or any government department
regarding:
Flexible working arrangements;
Remote or hybrid working.
Proposed changes to flexible working guidelines.
Expectations for public sector agencies regarding staff working from home.
Any communications (including emails, memos, or meeting notes) between your office
and the Public Service Commission, or between your office and chief executives of public
sector agencies, or Business Groups across NZ that relate to flexible working
expectations or policies since 1 January 2024.
Any directives, guidance, or expectations you have issued formal or informal regarding
flexible working or return-to-office practices.
On 26 November 2025, parts of the request for communications with, and information received
from Te Kawa Mataaho Public Service Commission (PSC) were transferred to the PSC.
I have decided under section 15A of the Official Information Act to extend the time limit for
deciding on the remainder of your request by an additional 20 working days. The new due date
for responding to your request is 5 February 2026.
The extension is required because your request necessitates a search through a large quantity of
information, and consultations are needed before a decision can be made on your request.
This extension wil also apply to the time limit for transferring your request, should this become
relevant.
Notwithstanding this extension, I undertake to make a decision on your request as soon as
reasonably practicable.
You have the right to ask the Ombudsman to investigate and review this decision.
