Rates methodology
Rates are based on data on individual practitioners. Each practitioner’s new entries, re-entries and
exits are tracked based on annual changes in the work history.
Rates tables record the actual numbers entering and leaving the workforce over recent years. The
entry numbers include those entering for the first time (new entries, with their first annual practising
certificate) and those coming back into the workforce after a break (re-entries).
Exit: An individual is in the current year’s workforce and not in the following year’s workforce.
Total Entry: An individual is not in the preceding year’s workforce and is in the current year’s
workforce.
New Entry: An individual is not in the preceding year’s workforce because they did not have an
annual practising certificate (APC) in that year or in the previous year, but they are in the current
year’s workforce with an APC, and their Registration Date is within the past two years.
Re-Entry: An individual entered the workforce (Total Entry) and is not a new entry.
Count: Abbreviation for Head Count, defined as the number with APC. This year’s Count can be
calculated by adding together last year’s Count and this year’s New Entry and Re-Entry numbers and
then subtracting last year’s Exit number.
Workforce: This can refer to a whole profession or to part of a profession. If the workforce is the
whole profession, then exits refer to practitioners who hold an APC in the current year but do not
hold an APC in the fol owing year, and correspondingly, entries refer to practitioners who do not
have an APC in the preceding year but hold an APC in the current year. If the workforce refers to part
of a profession, then exits and entries can also refer to practitioners exiting or entering that part of
the profession. For example, if a nurse changes scope from Registered Nurse in one year to Nurse
Practitioner in the next year, that counts as an exit from the Registered Nurse workforce and an
entry to the Nurse Practitioner workforce (counted as a re-entry because they have already had an
APC). Another example is that of a nurse working in one practice setting (e.g. Aged Care) in one year,
no longer working in that practice setting the next year but working in another (e.g. District Nursing):
that transition would count as an exit from the first practice setting (Aged Care) and an entry
(counted as a re-entry) to the second practice setting (District Nursing).
