Thank you for your email on 19 November 2025, asking Health New Zealand | Te Whatu Ora 
(Health NZ) for the following under the Official Information Act 1982 (the OIA):  
‘Please provide full organisational chart with names only included for Tier 1-3 and their (T1-
3) salary under the OIA.  

PLEASE INCLUDE HOSPITALS BUT AS A SEPERATE APPENDIX.  
Please include and mention which roles are contracts and details about it i.e. length of 
contract, total cost, agency costs. 
Reason why these roles being covered by contracts are not being fil ed by fixed term or 
permanent employees. 

Updated information on flexible working in HNZ. 
How many new hires and resigns in 2025 up to the month of October per directorate.’ 
Response 
For the sake of clarity, I wil  address each part of your request in turn.  
‘Please provide full organisational chart with names only included for Tier 1-3 and their (T1-
3) salary under the OIA. 

PLEASE INCLUDE HOSPITALS BUT AS A SEPERATE APPENDIX.  
We do not hold a consolidated organisational chart that includes Tier 1-3 positions with their salary 
information. The OIA requires agencies to make available information that is already held. It does 
not require an agency to create new information, compile information in a new format, or produce 
documents that do not currently exist.  
Similarly, your request for a spreadsheet for hospital staff and their salaries seeks information that 
is not held in a consolidated format. Producing such a document would require us to create new 
information by combining data from multiple systems. Accordingly, this portion of your request is 
refused under section 18(e) of the OIA as the information does not exist in the format requested. 
However, we are able to provide you with the most recent organisational chart, which has been 
attached as Appendix One. This chart reflects the configuration as at 24 June 2025 and includes 
national and regional leadership showing Tier 1 to Tier 3 positions; noting that some position titles 


 
may have changed since it was produced. Due to the ongoing organisational reset underway at 
Health NZ, updates to organisational charts are not being undertaken regularly. 
Information regarding Tier 1 remuneration  is publicly available and  can be found on the Public 
Service Commission website here:

Individual salary information for the rest of the positions is withheld under section 9(2)(a) of the OIA, 
to protect the privacy of natural persons. 
Please include and mention which roles are contracts and details about it i.e. length of 
contract, total cost, agency costs. 
Please refer to the above response. For information purposes, the FYTD (Financial Year to data) 
spend on Opex (Operational Expenses) contractors is approximately $140m as at 11 December 
2025.

permanent employees. 
Please refer to the above response. For information purposes, spend on Opex contractors is 3.5% 
of total spend on employed staff and the spend on Opex consultants is 0.6% of total spend on 
employed staff (both as at October 2025, year to date). Relatively, for the organisation's size, HNZ 
spends a very small amount on contingent staff, mainly driven by the need to cover rosters, vacant 
positions and for short term projects. We also use consultants in limited circumstances such as 
where we require specialist expertise or independent advice for areas where the costs of having 
such highly specialist skil s in-house are not justified on a permanent staffing basis. 
Updated information on flexible working in HNZ. 
Health NZ does not have a national policy on flexible working as it has not yet been finalised and 
does not yet exist, therefore this part of your request is refused under section 18(e). However, we 
can confirm there is a page on our internal intranet page on flexible working which is consistent with 
our statutory and contractual obligations. 
How many new hires and resigns in 2025 up to the month of October per directorate. 
We do not hold information on new hires and resigns in the format requested. Producing this would 
require us to create a new dataset by extracting and reorganising information from several systems, 
and the OIA does not require agencies to create new information. Therefore, this part of your request 
is refused under section 18(f) of the OIA, as it is not held in a readily retrievable form and providing 
it would require substantial manual collation.
