From my perspective we still need to go ahead and publish both reports as planned this
Thursday - this is important in our commitment for transparency as we're already behind the
timelines we've indicated the reports would be ready. The plan is just to load to the
appropriate sections on the website. This is our standard practice.
I'll leave Jenny to comment on the meeting with TQ businesses - but I had great feedback
from last time you did that Jenny, and I think they'd appreciate the opportunity.
Working with Councillor Calvert, we'd just want to ensure other businesses than the ones
who know how to advocate to us are given the opportunity to attend. This might also give us
a wider view of the precinct. We have all those contacts so can work with Diane on that.

I think we chatted independently about this yesterday, but just checking we are all aligned.
I suggested that Diane hosts a business group for you to go over the draft report (which is
interim) in order that we get their feedback. This would be a good chance to get Ross
involved and meet the businesses.
We won't change many/any of the hearts and minds, maybe Ross might be up for changing
some of the minor issues raised by businesses like the Woolstore...but it will signal a new
intent around on-going engagement in this triennium.
The mayor thinks this is a good idea.
Jenny I am told you are a great moderating influence on the businesses and Anna sets a
strong business data line too!
I'll leave it with you but assume this needs to happen fairly soon I think the press did
something today (I saw something on facebook!).

A fuller answer on parking occupancy.
We could have added the parking occupancy from pre-works results as a monitoring
baseline.
It wasn’t added for the following reasons:

1. Unavailable new system occupancy
As discussed previously, the occupancy requires bespoke commissioning and wasn’t
available (no0r requested) in the original timeframe.
2. Safety and throughput priorities
Policy on current car parks allocation is not likely to change. Angle parks were
removed due to safety concerns and travel throughput efficiency reasons. In my view
it is highly unlikely that that decision would be reversed on the basis that that
insufficient public car parks are impacting trade along that route. I.e. Capital Gateway
and some other merchants on that route provide private car parks for their customers.
3. Car park monitoring
If a monitoring baseline is required to answer issues, then we can include a car-park
occupancy section pre-works, which is proposed to be a matrix of occupancy by time
of day (8 hours across the working day) and by Day of week. From memory the parks
were full at the start of the week and early in the day. For the rest of the time they had
low occupancy. But memory can play tricks …..
However the timeframe for settling this by tomorrow is cutting it a little fine.

Note there was a typo in this section which explains the discrepancy you refer to below, Beth:
Parking space utilisation no longer reported
Parking space utilisation was routinely reported by the historic ‘pay by space’ system
which has been replaced by ‘pay by registration plate’ which does not routinely report
occupancy. Parking occupancy surveys can be commissioned but they were not
available for this report.
One other key point to note is that the change from angle parking to parallel parking was in
response to an NZTA audit that recommended their removal.

My main question re: TQ report is around point 4 on Page 6 – re: parking data. This is an issue of
high sensitivity to the businesses in this area.
The statements seem to conflict ie we say in the heading that the data is no longer reported but in
the body that we routinely report occupancy.

Will parking data be obtained for future full (not interim) reports?
If so – how is that consistent with the fact we’re using this report as a baseline

Just to follow up. The meeting flows on from previous meetings I have helped facilitate
with the Thorndon Collective representatives – first one was with Jenny, followed by a
meeting with Matt Prosser. The key approach has been to improve the working
relationship between the local community and WCC officers. The specific meeting
about the report also follows on from action I have constructively taken to ensure that
any report is as comprehensive as possible.
The meeting to be arranged is a further extension of the relationship building and one
focused on the draft report. I have agreed with officers and the Thorndon Collective
(through s7(2)(a)
) that this is the appropriate next steps.
There have been several councillors interested in the progress (which to date has
been focused on relationship building so nothing concrete to report). Obviously with a
new council, there will need to be an update to all following the next meeting.
My preference is that the focus and the attendees of the meeting should be on the
businesses so as to allow them sufficient opportunity to share their views. There is
also limited space. However, I will check with s7(2)(a)
on his views.

I think six-days is the minimum sampling that will give us a new ‘after’ baseline.
I’d be
happier if we did half hourly observations between 10am and 2am, as that’s when
the peak demand is likely to be seen.

We will be conducting a six-day survey for Thorndon Quay, including one Saturday.
Collecting the data through hourly passes. The survey will run from 8:00 AM to 6:00 PM
each day.

Survey Days: 6 (including one Saturday)
This timeline includes a buffer for the data cleaning process, but there is some work
involved in making sure the data is ready for use. The 7 November date is the last

Public parking space use
Investment objective
The reallocation of parking spaces along Thorndon Quay was intended to improve safety, to
improve accessibility for active modes (cycling and walking) and improve access and the throughput
of public transport.
Background
The following table represents the change in public parking spaces along the northern section of
Thorndon Quay (from Davis Street to Tinakori Road), since this section was the subject of extensive
works. The Capital Quay section is excluded since the occupancy of those public car parks is
influenced by private car parks in the area and is subject to demand from non-precinct users due to
its proximity to the central city.

As observed, the number of parking spaces has been reduced from pre to post works by 150 parks.
The designation of these parks has also changed. Pre-works there were 47 long-stay parks
(120mins+) plus 192 parks for short and medium term visits (10-90mins). Post-works there are no
long-stay parks and a mixture of short and medium stay parks (P10, P30, P120):

Therefore, not only has the total number of parks been reduced, but their accessibility has changed
to target the medium-stay customers of local merchants, as opposed to workers or others with
longer-stay needs.
As a result of changes to the road layout, stakeholders have raised concerns about the possible

ensure users comply with the rules and to encourage behaviour changes so that stays are
consistent with the parking designations. Further work may be needed to adjust the mix of
park designations (P10, P230 and P120) so they are aligned to need.
Summary
Pre-works there were 239 public parking spaces along the northern section of Thorndon Quay,
which were 50% utilised on average. To improve safety, access for pedestrians/cyclists and better
public transport throughput, 92 were removed in 2021 and by 2025 a further 56 parks were removed
to leave the current inventory of 91 public car parks across P10, P30 and P120 designations.
The historic peak demand was an average of 124 parked cars (Sep/Oct 2020). However
approximately 45 of those users were long-stayers who parked longer than 120mins. There are no
long-stay parks in the 2025 parking space designations and long-stay users now need to park
elsewhere or use an alternative transport mode. The removal of long-stay users is designed to free up
space so that the short to medium stay users (an average of 80 at the historic peak) are better able to
manage their needs with the 91 car parks currently supplied.
Parking demand was measured over two weeks in late October 2025 and indicates the peak demand
is at 70% of the total parks. This is less than the internationally accepted ‘trigger’ point when
demand regularly exceeds 85% of capacity at which policy interventions are considered to control
demand. However there is a suggestion that the peak demand for shorter stay users has flattened and
shifted toward the afternoon. That could indicate a constraint in parking availability during the peak,
and further work is needed to ensure the mix of P120 and shorter-stay designation meets need.
Parking enforcement is active in Thorndon Quay in response to stakeholder concerns. The
occupancy monitoring will further inform the parking management at Thorndon Quay and it is
proposed to re-visit this report in 12 months’ time.

My plan is to publish this evaluation and the two other TQ-related reports ( Changing lanes
3 and the latest safety audit) early next week, following the hui with business owners etc
on Thursday. That’s what’s been discussed/agreed with Sharon and Anna Calver – does that

There’s just one comment that needs to be addressed on p39 (I’ve tagged Martin into this)
and then deleted, and I’ve also asked Martin to double-check car park numbers on p27
(currently highlighted in yellow) as the maths isn’t quite making sense to me (but that might
just be me!)
Once those two sections are reviewed the comments/highlights can be removed and
you/Rebecca can create a PDF for printing/sharing.
I’ve asked our design team to take one last look at the doc from a layout perspective, and
once they’ve done any final necessary tweaks it will be ready for publication online next
week.
Also FYI I’ll share the report and FAQs with our media/social media teams so they have the
key info on hand if/when they are contacted – they’ll no doubt be in touch with you if that
happens.

Some meaty comments from s7(2)(a) My response in YELLOW:
1.
Safety: - We have had one serious incident outside Co Kids. There is some evidence
that vehicles are using the cycle lane for loading unloading. There is some evidence
that motorists are having “near misses” as they cross the accessways.
The formal analysis uses serious crash reports loaded into NZTA’s CASS. Our
understanding is those incidents have to reach a fairly high threshold involving
hospitalisation and/or a police call-out. That ensures the data in CASS used for
decision making is comparable across time and place. BUT the system is slow to
react to emerging risk and changes to road layouts rely on users adjusting their
behaviours to the new circumstances. I understand Council has a process to assess
new and emerging risks BUT they will be prioritised relative to other risks in the
network.
In the absence of CASS data it would be challenging to measure those ‘assessed’
risks on a PRE and POST basis.
Have the authors of the review surveyed local business and property owners to
see what concerns they have? No survey has been performed.
2.
Performance:- Apart from safety improvements the business case projected the
following 3 principal outcomes: -
An additional 450 cyclists (c.f cycle trips) would use the cycle lane each day. (ie 1
requirement for such a report as Thorndon Quay is only a commercial location of
“secondary importance:” unlike Golden Mile which is an area of primary commercial
importance (for which an economic impact report was completed).
However a 3rd party has provided a draft assessment that was carried out by Brown
Copeland & Co.(see attached). Thorndon Quay properties have always been included
in the K1 billing area – the same as Golden Mile and the Te Aro Basin. If we are only an
area of secondary importance, then TQ properties should be included in the T1C
billing area (as Hutt Road properties are.
If TQ properties are only of secondary commercial importance, will Officers
support an application to move TQ properties from the K1 to the T1C billing area?
If not, will they agree to assure adequate car parks for TQ businesses?
Arguments (as I see it):
1. TQ high-end retailers (homeware merchants at the Woolstore and at Capital
Gateway) arguably benefit from proximity to the CBD. Therefore CBD rates
apply.
2. Trade related merchants arguably do not benefit CBD proximity. Their needs
are arguably comparable to services provided at Hutt Road and suburban
precincts. Therefore lesser rates apply.
3. TQ property owners (and their tenants) ‘arguably’ ‘benefited’ the pedestrian
realm upgrade to be compatible to other CBD areas. Therefore CBD rates apply.
4. TQ property owners (nor tenants) do not appear to have wanted the investment
…… I.e. it is unclear what the impact has been on their property values.

Changing Lanes Reports: - In the past WCC have released Changing Lanes reports
that rely on EFTPOS data from 15 TQ businesses to show there is little economic
impact on businesses. TQHRC have maintained that reliance on EFTPOS data will not
identify the real impacts. For instance, the true impact will not be revealed if a number
of those businesses are in the gateway Centre that has off street parking.
The merchants included in ‘Thorndon Quay’ in ChangingLanes does not include
the Capital Gateway merchants.
Have TQ businesses been surveyed using a similar methodology to that used in
the Brown Copeland report to obtain first hand reports of the impact? ChangingLanes uses public data available from MarketView to enable comparison to
other merchants across the City, since the recent severe recession and changing
economic times (i.e. online purchasing growth) has impacted trade across the whole
City over the time when works disruption and road layout changes affected trade at
Thorndon Quay.
4.
Pipes:- There is still no transparency around the condition of the pipes that run along
Thorndon Quay. The only available document from WWL that we know of
recommended that certain investigative work be carried out. The former CIO advised
Councillors that no work was required because nothing was included in the Long-
Term Plan.
Is this still the case? Has any detailed investigative work been done?
