Thank you for your email of 17 November 2025 to the Christchurch City Council requesfing, under the
Official Informafion Act 1982 (the Act), the fol owing informafion:
Please advise the exclusion zone for the 5G technology being used by NZ Comms network in
Christchurch City.
On 19 November 2025, your request was transferred to the Ministry of Business, Innovafion and
Employment (MBIE).
In terms of the deployment of 5G technology, a proposed telecommunicafions facility (e.g. the
construcfion of a cel tower) is either permifted by the Nafional Environmental Standards for
Telecommunicafions Facilifies (NESTF) if it meets certain specificafions. If it does not meet these
specificafions, local councils are responsible for sefting rules around that telecommunicafions facility.
The NESTF provides a nafional planning framework that supports consistency in the rules surrounding the
deployment of telecommunicafions infrastructure across New Zealand, while ensuring the effects on the
environment are managed appropriately.
Under the NESTF, certain telecommunicafion facilifies and acfivifies are permifted provided they meet
certain standards. Network operators are not required to undertake public consultafion on acfivifies
permifted by the NESTF. This is because the potenfial adverse effects of these permifted acfivifies were
considered during the development of the NESTF and therefore do not require further “site-specific”
considerafions. For example, the current NESTF permits instal afion of new cel sites in the road reserve,
but with various condifions such as limits on pole locafions or pole heights.
The NESTF also requires telecommunicafions network operators to ensure that radio frequency exposures
near cell sites comply with the limits in the New Zealand exposure standard NZS 2772.1:1999. The limits in
the standard fol ow recommendafions prepared by an internafional scienfific body recognised by the
World Health Organisafion for its independence and experfise in this area. The limits are set at levels at
least 50 fimes below those at which health effects might occur. More informafion about the standard is

In terms of your specific quesfion, there is no exclusion zone per se, however, telecommunicafions
operators must comply with the radio frequency exposure limits in NESTF. Further, in some instances, a
‘setback’ rule applies. For example, there is a 50-metre rural setback rule provided for in regulafion
35(2)(d) of the NESTF. This requires a setback of 50 metres between new poles outside the road reserve in
a rural zone and any building used for residenfial or educafional purposes. You can find further
