Thank you for your email dated 12 November 2025 to Te Tūāpapa Kura Kāinga – Ministry of
Housing and Urban Development (the Ministry) requesting the following information under the
Official Information Act 1982 (the Act):
How many TH places for young people were added? How many TH places exist for young
people in total?
Was there a new supported housing service created? If so, how many places does it offer?
If such a service was not created, why not? Was any existing service expanded instead?
As at 31 October 2025, 117 Transitional Housing places have been added through the $20 mil ion
investment in expanding rangatahi-focused Transitional Housing delivered as part of Budget 2022.
Of these places, 98 that were added as part of Budget 2022 remain active.
Also as at 31 October 2025, there are a total of 289 Transitional Housing places available
specifically for rangatahi currently experiencing, or at risk of, homelessness.
The Rangatahi Supported Accommodation Service is a pilot programme created through Budget
2022 to provide interim housing with 24/7 access and intensive youth-focused specialist social
services to support young people between the ages of 16 and 25 who are experiencing, or at risk
of, homelessness, but not eligible for housing support through Oranga Tamariki’s Transition
Support Services, and who have high or complex support needs which are unable to be supported
through other less intensive programmes.
Rangatahi can stay in this accommodation until they reach the age of 25 and can continue to
access services for six months following their exit. You can learn more about this programme at

Since 2023, 53 places have been funded through this service, with 39 provided in Auckland
through five providers, and 14 in Hamilton through one provider. These providers are:
• VisionWest
• Grace Foundation
• Mā Te Huruhuru
• Kāhui Tū Kaha
• Te Rūnanga o Kirikiriroa
