Thank you for your request for information under the Official Information Act 1982 (OIA)
dated 11 November 2025 in which you requested:
1.
“The number of cameras installed each of the main campuses (Kelburn,
Pipetia and Te Aro).
2.
The number of cameras installed across all properties owned and operated by
Victoria University of Wellington.
3.
Who manages the cameras (if they are not managed by more than one area) it
appears a number of new cameras have been installed on campus so over the
last two years
4.
How many new cameras have been installed, how many cameras have been
replaced (a camera can be considered replaced if it has the same field of view
and covers the same area only)
a.
From the start of 2024 until now the total costs of camera installs
including replacements
5.
Does the University use a Video Management Software (VMS) with integrated
AI-powered video analytics, this might enable person tracking etc, if it does
what software is it using
a.
What is the annual costs for licencing any and all VMS systems if they
exist (for 2024 and 2025)
b.
If there is a video storage system or other key parts of of any video
surveillance systems that the University use, what are they?
c.
For image/video storage, how long is the footage normally retained.”
Response to your request
In response to parts 1 and 2 of your request, Te Herenga Waka—Victoria University of
Wellington (the University) has a total of 637 cameras across all properties owned and
operated by the University. A breakdown of the locations of cameras is withheld under
s 9(2)(c) of the OIA, to avoid prejudice to measures protecting the health or safety of
members of the public
In response to part 3 of your request, the University manages all our own security cameras.

In response to part 4 and 4.a of your request, we have interpreted this to be for the number
of new cameras and number of replaced cameras, and the costs associated with these
between 1 January 2024 to the date of your request:
•
24 new cameras installed at a cost of $105,000.
•
175 cameras were replaced at a cost of $355, 000.
In response to parts 5 and 5.a. of your request, the University uses Genetec for video
management and storage.
In response to part 5.b. of your request, the annual cost of Gentec is withheld under the
following s 9(2)(b)(ii) of the OIA, to avoid prejudice to the commercial position of another
party.
In response to part 5.c. of your request, the duration security footage is retained is withheld
in full under s 9(2)(c) of the OIA.
Where the information has been withheld under section 9 of the OIA, no public interest in
releasing the information has been identified that would override the reasons for
withholding it.
