Thank you for your email of 7 November 2025 to Te Kaunihera o Pōneke | Wellington City Council
(the Council) requesting information regarding the lighting systems on the Wellington Waterfront. Your
request has been considered under the Local Government Of icial Information and Meetings Act 1987
(LGOIMA). Please find my response below.
1. What back up systems are in place to keep power to these lights in the event of a major
power outage? (For example, in the event of a significant earthquake).
2. In the event of a sustained power outage how long (if at all) wil back up power systems to
these lights maintain integrity? IE how long wil the lights stay on?
There is no dedicated back up power systems to power the waterfront or lighting infrastructure in the
event of a major power outage. Under the business continuity plan, if there is a loss of functionality of
services on waterfront, a contractor would be engaged to restore power.
In the event of a major outage caused by a natural disaster, the waterfront lighting is low priority, as all
generators would be required to sustain power in emergency departments (Civil Defence purposes
only).
3. Has the entire lighting project that was planned to be put in place been fully implemented to
date? If not when wil this be completed?
Lighting installations are progressing according to the planned programme schedule. Installations
have recently been completed in Frank Kitts Park Promenade, and additional lighting installations are
planned for the first half of 2026.
It is anticipated that by July 2026, installations on all Promenades from Waitangi Stream Bridge
around to the Police Maritime Unit will be completed. The work scheduled for 2026 includes the north
end of Waitangi Stream Promenade (four poles), the Whairepo Lagoon Bridge, Queens Wharf (two
poles) and Whitmore Plaza (two poles). You can follow the progress via the waterfront safety

4. Has the entire lighting project had it's full original requested funding approved and allocated?
The lighting project was allocated $7.1 million via Long-Term Plan funding. This figure is sufficient to
cover lighting installations along all Promenades that do not meet the current New Zealand lighting
standard where there is a nearby fall to water (or un-protected edge) from the Waitangi Stream Bridge
around the Waterfront to the Police Maritime Building. It is estimated that the area from the Police
Maritime Building to the end of Lady Elizabeth Lane, opposite the Railway Station, can also be
achieved within this budget, but is dependent on the outcomes of related condition assessments.
