Thank you for your email of 7 November 2025 to the Ministry of Education (the Ministry) requesting
the following information:
1. How many people with a primary background were asked to be part of the social science
writing/ contributing/ reviewing groups.
2. How many people with expertise in Māori history were asked to be part of the social
science writing/ contributing/ reviewing groups.
3. How many iwi representatives were asked to be part of the social science writing/
contributing/ reviewing groups.
4. How many people with expertise in Pacific history were asked to be part of the social
science writing/ contributing/ reviewing groups.
5. How many people with expertise in Māori history were asked to be part of the social
science writing/ contributing/ reviewing groups.
6. How many people with a secondary background were asked to be part of the social
science writing/ contributing/ reviewing groups.
7. How many people with experience writing primary curriculum were asked to be part of
the social science writing/ contributing/ reviewing groups.
8. How many people on the social science writing/ contributing/ reviewing groups requested
their names be removed from the records.
9. the numbers of people who were approached who declined participating in the writing/
contributing/ review groups, and the number of reason categories given? Eg 5 people
declined because they did not have the time to participate.
10. the number of people who the Ministry declined after issuing an invitation, and the
reasons given for this change of mind.

Your request has been considered under the Of icial Information Act 1982 (the Act).
We note that this is your third request for information specific to curriculum contributing groups
and, as referenced below, some information in scope of your request has already been provided.
In seeking nominations for the contributing and review groups, the Ministry asked the relevant
subject associations and organisations to take certain criteria into account when nominating
potential candidates. The selection criteria for contributing group members were provided to you in
response to a previous request (METIS 1346538). In the case of the Social Sciences contributing
group, official nominations were provided to the Ministry through phone conversations with relevant
associations. As previously mentioned in our response to your earlier information request (METIS
1349408 refers) the information sought for the social sciences contributing group is not held by the
Ministry of Education.
At the time of receiving your request we considered whether it would be possible to provide you
with extracted information from documentation pertaining to the review groups to enable you to
make your own assessment. However, during the collation process it became apparent that the
information held does not present a complete and accurate overview of the information you have
requested.
Responding to your request in full would require contacting each member of the groups and
obtaining/verifying the information relating to the questions you have outlined. This would involve
creating new information, which is not required under the Act. We are mindful of the public interest
in transparency around the groups involved with the curriculum development, and we consider that
the information already provided to you in previous responses, including the selection criteria
meets this requirement.
For the purpose of responding to your request, we have separated our responses by group. Please
find the relevant information for each group under the headings below.
Writing Group:
In response to
parts one to seven of your request, no such writing group currently exists for the
social sciences learning area. Therefore, we have interpreted your request as seeking information
on the internal Ministry writers for the social sciences learning area. While information pertaining to
the experience and qualifications of internal Ministry staff is collected and managed as part of
standard Ministry recruitment processes, it is not held by the categories outlined in your request.
Parts one to seven of your request pertaining to writing groups are therefore refused under section
18(g) of the Act, as the information requested is not held by the Ministry, and I have no grounds for
believing that the information is either held by, or more closely connected to the functions of,
another department or organisation subject to the Act.
As there is no existing writing group for the social sciences learning area,
parts eight-ten of your
request are therefore refused under section 18(e) of the Act, as the requested information does not
exist.

Social Sciences Contributing Group:
In response to
parts one to seven of your request, as mentioned above, in seeking nominations
for the social sciences contributing group, the Ministry asked the relevant subject associations and
organisations to submit nominees aligned to the selection criteria. In the case of the social
sciences contributing group, official nominations were provided to the Ministry through phone
conversations with relevant associations and these were not documented at the level of which you
have requested. As such, these parts of your request, insofar as they relate to the social sciences
contributing group, are therefore refused under section 18(g) of the Act as the information
requested is not held by the Ministry, and I have no grounds for believing that the information is
either held by, or more closely connected to the functions of, another department or organisation
subject to the Act.
In response to
part eight of your request, no social science contributing group members asked for
their names to be removed from records. In response to
parts nine and ten of your request all
group members who were approached to be part of the contributing group accepted the invitation
and the Ministry did not rescind any invitations once given.
Review Group:
One review group specific to the social sciences learning area has been established. This is the
Secondary Focus Group – Social Sciences. This group has a focus on Phases 4-5 (Years 9-13).
At the primary level, a separate focus group was established with a focus on Phases 1-3. This
group is not specific to the social sciences learning area but rather is tasked with reviewing all
learning areas across Years 0-8.
The purpose of the focus groups is to ensure that the NZC learning areas are usable and
teachable in schools.
In seeking members for the above focus groups, the relevant subject associations and
organisations were asked to provide nominations that reflect credible educators who demonstrate
strong evidence of, and experience in, curriculum integration and a combination of the following:
a) Relevant content knowledge of national and international research
b) Relevant curriculum knowledge for a primary context and/or
c) Relevant curriculum knowledge for a secondary context
d) Understanding of best practice pedagogy and current teaching experience in the NZC
e) Experience and expertise in working in diverse settings, including with ākonga Māori and in
schools with high Pacific rolls.
Subject associations and organisation were asked to provide details of their nominations as
follows:
• Name
• Region
• Email address
• Which group the nomination is for – Focus Group Primary Level or Focus Group Secondary
Level.

• Indication of relevant Learning Area (Science, Technology, Arts, Social Sciences, Health
and Physical Education, Learning Languages)
• A short bio including their area of focus based on the above criteria and how they meet this.
The Ministry advised that to ensure the credibility of the applicants, we were unable to consider
Expressions of Interest that had not been endorsed by the relevant organisation, as we would not
be undergoing reference checking.
In response to
parts one-seven of your request the information you have requested was not
provided or documented in a way that can be extracted for the purpose of responding to your
request. As mentioned, biographies were provided by nominating organisations, however it is
important to note that these are in the words of those who provided them and differ based on
strengths and expertise. For example, a member may have primary teaching expertise, however
this may not have been highlighted due to the candidate applying for a position on the secondary
group and having a stronger background in that area. Therefore, the requested information is not
documented in a way that allows for the Ministry to provide an accurate number of members by
category as requested. Based on this, parts one to seven of your request, insofar as they relate to
the Secondary Focus Group – Social Sciences, are refused under section 18(g) of the Act as the
information requested is not held by the Ministry, and I have no grounds for believing that the
information is either held by, or more closely connected to the functions of, another department or
organisation subject to the Act.
In response to
part eight of your request, the names of members of the Review Groups have not
been published, therefore no members of the Secondary Focus Group – Social Sciences have
requested their names be removed from the records.
In response to
part nine of your request, of those invited to join the Secondary Focus Group –
Social Sciences, two nominees did not respond to the Ministry’s invitation, and one nominee was
replaced at the request of the nominating organisation.
In response to
part ten of your request, the Ministry did not decline any members after issuing an
invitation to join the Secondary Focus Group – Social Sciences.
