Health and Wellbeing  driver:
The Health and Wellbeing driver in the 2025 Tō Reo survey provides 
a comprehensive view of how kaimahi experience support across 
four key dimensions: mental, organisational, physical, and social 
wellbeing. The overall score for this driver was 7.2, slightly below 
previous years and the external benchmark of 7.8, indicating a need 
for continued attention.
Mental wellbeing emerged as the most critical concern, scoring 6.4
which is significantly below the benchmark. This reflects challenges 
in managing competing demands and limited involvement in 
decisions that affect staff. 
Organisational support scored 7.1, showing stability but still falling 
short of the benchmark, suggesting that systemic support 
structures could be strengthened.

Mental Wellbeing  driver:
Mental  wellbeing scored below both the external benchmark and 
previous MfE scores. Kaimahi report challenges managing competing 
demands and feeling involved in decisions that affect them, 
contributing to a lower overall wellbeing score. These results suggest 
that sustained workload pressures and limited autonomy in decision-
making are impacting mental health, engagement, and trust in 
leadership.
