1.  There have been tangible improvements to the overall control environment at the 
Ministry. This is due to activities being prioritised at a BTS and enterprise level, and strong 
cases being made to Te Pūrengi to secure additional one-off funding. As a result, we are 
seeing the operational risk profile stabilising and starting to trend down in some areas.
