Thank you for your email of 3 November 2025 requesting the fol owing information about the Petone 
to Grenada project under the Official Information Act 1982 (the Act): 
 
…information and discussions regarding options north of Grenada. 
 
The information I seek should include, but not be limited to: 

Correspondence relating to future options to increase road capacity between the P2G 
Grenada ramps and Transmission Gully 


Information concerning BCRs of options 

Discussion of maximising P2G benefits through increased road capacity north of Grenada 

And any other information that is relevant to P2G's links north of Grenada 
 
I am requesting information produced since Nov 2023, or since the beginning of the latest 
P2G investment case phase, whichever is earlier. 

 
On 13 November 2025, we wrote to you seeking clarification on the scope of your request. 
Specifical y, we asked you to confirm whether all your questions relate to options considered for 
upgrading the State Highway 1 (SH1) section between the point where Petone to Grenada would 
connect with SH1 and Transmission Gully. You responded the next day with: 
 
My questions relate specifically to options considered for increasing State Highway capacity 
between Petone to Grenada and Transmission Gully. This may be upgrading the existing SH1 
section, or through a new link road (a so-cal ed 'Takupu Link').

I am requesting information later than Nov 2023 relating to similar schemes. 

 
   


The work undertaken as part of the investment case did not consider options to increase state 
highway capacity between the project’s proposed ramps onto SH1 and Transmission Gul y. I am 
therefore refusing your request under section 18(e) of the Act as the document al eged to contain the 
information requested does not exist. 
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
