Request made under the Official Information Act 1982
Thank you for your email of 27 October 2025 requesting the fol owing information under the Official
Information Act 1982 (the Act):
1) A copy of the ful investment case for the northland corridor. I can only find a 2 page summary
on the nzta.govt.nz. If its already publicly available, I’m happy with a link to it.
2) The ful method, data and calculations that were used to support “Up to 38 minutes faster
between Te Hana and Whangārei” which is in the investment summary.
The “up to 38 minutes faster” figure represents the estimated afternoon peak period travel time saving
between the Do-Minimum (corridor without the project) and the corridor with the project in place.
Typical weekday travel times along the full corridor current range from 52 to 82 minutes, reflecting the
variation between uncongested and heavily congested conditions. The 38-minute saving therefore
represents the upper bound of expected travel time benefits during congested peak periods once the
new corridor is operational.
NZ Transport Agency Waka Kotahi (NZTA) is currently preparing to release all Roads of National
Significance (RoNS) investment cases on its website. The shortened investment cases sent to the
NZTA Board wil be released in the coming weeks, fol owed by the release of the full investment cases
(with redactions under the Act as appropriate).
I am therefore refusing part one of your request under section 18(d) as the investment case wil soon
be publicly available.
The fol owing documents are in scope of part two of your request:
• Reported Travel Time Savings in the Investment Case, October 2025
• Appendix D – Northland Corridor Economics and Outcomes Report
• FW: NC corridor travel time, 21 May 2025
I am refusing Appendix D under section 18(d) of the Act as this document forms part of the full
investment case for the project and wil soon be publicly available (with redactions under the Act as
appropriate).

I am withholding some information contained in the other documents under section 9(2)(a) of the Act
to protect the privacy of natural persons.
With respect to the information that has been withheld, I do not consider there are any other factors
which would render it desirable, in the public interest, to make the information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
withhold some information and partially refuse your request. The contact details for the Ombudsman
can be located at www.ombudsman.parliament.nz.
In line with NZTA policy, this response wil soon be published on our website, with personal
information removed.
