Request for information
Thank you for your Official Information Act 1982 (OIA) request of 26 October 2025. You
asked for information pertaining to companies and individuals associated with the
address 24 Paramount Drive, Henderson, Auckland 0610.
My response to each part of your request can be found below.
1.
Approved Operator/Storage Provider Status For each of the fol owing companies,
please provide: The exact number of rostered tows (i.e., tows arranged by NZ Police
as part of their official towing contract/roster, excluding private tows requested by the
public) performed by the fol owing towing companies listed below in the West
Auckland servicing area, since September 1, 2025, until October 26, 2025,
specifical y relating to vehicles involved in traffic accident reports (TCRs) where the
vehicle was towed at the direction of the Police."
“Vehicles involved in traffic accident reports” is normal y a commercial arrangement
between the tow company and the vehicle owner. Although Police call a tow operator
from a roster held at Northern Communications the arrangement to tow which vehicle to
which location and the fees involved are between the tow company and the owner of the
vehicle.
Police does not record the exact number of rostered tows in a readily retrievable format.
This part of your request is therefore refused in accordance with section 18(f) of the OIA,
as the information requested cannot be made available without substantial collation or
research.

A copy of any Arrangement entered into between the Commissioner of Police (or an
authorised officer) and the company to act as an "approved storage provider" and/or
"approved vehicle recovery service operator" for impounded vehicles under Section
97 of the Land Transport Act 1998 and the Land Transport (Requirements for
Storage and Towage of Impounded Vehicles) Regulations 1999.
Contract and agreement documents between Police and Suppliers of goods and services
are deemed commercial information. Therefore, this part of your request has been
refused in accordance with section 9(2)(b)(i ) of the OIA, as the withholding of the
information is necessary to protect information where the making available of the
information would be likely unreasonably to prejudice the commercial position of the
person who supplied or who is the subject of the information.
Company’s register information provided to Police as part of contract communication has
not been provided as it is already publicly available.

Al documentation in Police's possession confirming the approval of the storage
premises at 24 Paramount Drive, Henderson, Auckland 0610 for the storage of
impounded vehicles.
Any internal Police documentation, correspondence, or records relating to the
suitability, approval, suspension, or cancel ation of any of these companies as an
approved provider/operator.

Enclosed are three email threads communicating meetings regarding the continuation of
services provided at 24 Paramount Drive, Henderson. In addition, Police can confirm that
there have been no suspensions or cancel ations. Suitability and approval are covered by
vetting and contract documentation.
Personal details have been withheld in accordance with section 9(2)(a) of the OIA, as the
withholding of the information is necessary to protect the privacy of natural persons.
4. Declarations of Person (Fit and Proper Person) For the purpose of acting as an
approved vehicle recovery service operator or approved storage provider listed
on the New Zealand Police Tow Roster, please provide:
A copy of any Declaration or Fit and Proper Person documentation submitted to,
or held by, the Commissioner of Police concerning the suitability of the fol owing
named directors/individuals to act in that capacity as required by the Land
Transport (Requirements for Storage and Towage of Impounded Vehicles)
Regulations 1999:

Police confirm that owners and employees are vetted at the time of employment and
vetting results are provided to the company. Vetting information is personal information
and is withheld in ful in accordance with section 9(2)(a) of the OIA, as the withholding of
the information is necessary to protect the privacy of natural persons.
Communications between Vetting and the officer have been withheld in ful in accordance
with section 6(c) of the OIA, as the making available of the information would be likely to
prejudice the maintenance of the law, including the prevention, investigation, and
detection of offences, and the right to a fair trial.
Police considers the interests requiring protection by withholding the information are not
outweighed by any public interest in release of the information.
